Job Description

The Department of the Premier, Western Cape Government has an opportunity for a competent and qualified individual to manage the successful planning, execution, monitoring of projects within the Information and Technology (IT) training environment in accordance with approved project methodologies within Western Cape Government (WCG).
Minimum Requirements
An appropriate 3-year National Diploma/B-Degree (equivalent or higher qualification) in Project Management, Information Technology or Training/Human Resource Development (HRD); A minimum of 3 years Project Management experience in a training environment; A valid (Code B or higher) driving licence. NB: People with disabilities that restrict driving abilities, but who have reasonable access to transport, may also apply.

Key Performance Areas
Facilitate project planning and allocation; Manage and coordinate project execution; Monitor, evaluate and report on projects; Oversee financial management for specific projects; Facilitate stakeholder engagement advocacy and communication; Ensure project-specific governance, compliance, and risk management; Manage a Learning Management System.
Competencies
Knowledge of the following: Legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions; Project management methodologies and processes; Procurement and tendering processes; Financial budget and cashflow processes; Public service systems of governance and administration, procedures and processes; National, provincial and local political, economic and social affairs impacting on the Western Cape Government; Constitutional, legal and institutional arrangements governing the South African public sector; Public finance, human resources and discourse management processes; Public Finance Management Act, National and Provincial Treasury Regulations, other financial policies, prescripts, directives and collective agreements; Functioning and policies of the Western Cape Government; Labour Relations legislation and regulations; Performance management in general; Project Management best practices, theory and methodology (PMBOK, Prince 2; Agile); Training and learning methodologies.
Skills needed: Numeracy; Literacy; Computer Literacy; Written and verbal communication; Project Management; Financial Management and Audit strategic planning; Risk management and Monitoring and Evaluation; Procurement and supply chain processes; Budgeting, reporting, stakeholder engagement; Facilitation and problem-solving.
Remuneration
R 468 459 - R 561 894 per annum (Salary level 9)
Note on remuneration in addition service benefits or obligations for qualifying employees (medical assistance, housing assistance, pension-fund contributions, etc) are funded or co-funded in terms of the applicable prescripts or collective agreements.
Notes
