The manufacturing plant in Port Elizabeth produces both small and large volume parenterals. The main purpose of the Project Engineer is to ensure the successful execution of Technical Projects within Budget & Time constraints, while meeting Customer Quality requirements and Legal/Contractual requirements. Manage CAPEX authorisation process in conjunction with Financial Controller. General Duties:

• Source and prioritise project requests
  • CAPEX requests received, aligned to departmental business plans & budget target; budget sacrifice system applied
  • Plant CAPEX budget compiled
  
  

• Ensure Technical Integrity of Proposals/Requests
  • Develop user requirements specification
  • Incorporate Drawings & General Engineering standards, Project Management standards and documentation control techniques
  
  

• Award and manage contracts
  • Identify Vendors
  • Tender procedure applied
  • Offer evaluation with consideration of technical specification compliance, Quality compliance, cost competitiveness and meeting timing requirements
  • Contracts prepared and managed
  
  

• Lead Engineering projects
  • Prioritise projects
  • Design & Implementation analysis conducted (HAZOPS, EIA Qualification, Risk etc.)
  • Projects coordinated & executed aligned to production plan
  • Post project reviews done and documented.
  
  

• Administer CAPEX applications
  • Business case developed and financial justification for investment provided
  • Standard documentation pack used and securely stored including Project scope, justification, schedule & Cash flow
  • Asset costs accurately reflected on Asset register
  • Site Master Plans developed and maintained
  
  

• Ensure Contractors maintain Safety, Health, Environment and Quality standards
  • Contractors comply with all relevant Acts and procedures

• Responsible to conduct investigations and root cause analysis through Kabitrack
  Budget and Cost Controls
  

• Comply with Budget constraints
  

• Control and optimise the cost within the department
  

• Set quality and performance KPIxe2x80x99s for the department and monitor the departmental performance on a defined frequency
  

• Continuously improve processes to introduce World Class Manufacturing practices within the business
  

• Identify opportunities for productivity and efficiency improvements
  

• Manage budget and expenditure
  Participation in budget development, monitoring and control for area of responsibility. Adhering to procedures for stock and non-stock acquisitions
  Human Resources Management
  

• Manage all personnel in the department including disciplinary procedures
  

• Ensure that all personnel in the department is developed and trained as required by the various job functions
  

• Recruitment of staff
  

• Staff development regarding identifying needs and opportunities
  

• Performance Management evaluation
  

• Review salaries and promotions if applicable
  

• Implementation of equity plan as set out in the Employment Equity Policy
  

• From time to time carry out other jobs within the department / factory, which are consistent with the grade, qualification and training of the incumbent

• Minimum B.Tech Engineering
• Minimum Seven years practical experience in this field with 1 year at supervisory level
• Project Management skills
• Ability to critically analyse concepts and plans
• General Engineering and drawing standards
• Fundamental understanding of functionality of equipment within production
• Understand Continuous Improvement Techniques
