ORGANIZATIONAL CONTEXT

Within the framework of the WFP Corporate Evaluation Policy, the WFP Southern Africa Regional Bureau (RBJ) has developed a Regional Evaluation Strategy (2023-2030) to guide the Regional Bureau (RB) and Country Offices (COs) in their learning and accountability roles by generating and making better use of evaluation evidence to:

  • Demonstrate WFP results and contributions towards achieving zero hunger agenda by 2030
  • generate and use evaluation evidence to learn and keep improving for the people we serve; and
  • Be accountable to the people we serve and to the people who provide us with resources.
The Regional Evaluation Strategy has two goals, namely:
  • Goal 1: Evidence from evaluations is used to inform decision-making for impactful strategies, policies, and programmes targeting the people WFP serves.
  • Goal 2: WFP evidence contribution to national priorities and agenda 2030 is recognized and supported by donors, governments, the private sector, and other relevant stakeholders in the Southern Africa region and beyond.
The two goals will be met by achieving two objectives: (a) deliver credible and useful evaluations that adequately cover WFP programmes across the region, and (b) make evaluation evidence timely accessible and used among internal and external stakeholders.

JOB PURPOSE

The purpose of this role is to contribute to the achievement of the dual objectives of the Regional Evaluation Strategy through direct support to the Southern Africa Regional Bureau and Country Offices in the region, and specifically to the implementation of the Regional Evaluation Strategy and annual Regional Evaluation Plans. Under the guidance and direct supervision of the Head of the Regional Evaluation Unit and in close coordination with other RB staff, the Evaluation Officer will act as the focal point within the evaluation unit on all matters related to the Evaluation Management Information System (EMIS), data analysis, including analysis of existing/secondary data to inform evaluation design, data extraction from corporate and external systems, analysis and presentation of data collected by evaluations. The Evaluation Officer will be the Evaluation Unit focal point in the RB data working group. The Evaluation Officer will always work in adherence to norms and standards for Evaluation, and observance of the code of conduct for the Evaluation profession within the United Nations.

KEY ACCOUNTABILITIES (not all-inclusive)

Monitoring and Evaluation
1. Provide inputs to the development of Monitoring and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation requirements.
2. Provide feedback on the formulation of the Regional Evaluation Strategy (2023-2030) and support its operationalization.
3. Contribute to evidence-based decision-making on programme design and implementation, notably through making evaluation findings accessible, developing innovative, user-friendly and informative products.
4. Support WFP Management in addressing recommendations from evaluations to ensure that follow-up actions are taken as required.
5. Contribute to building Evaluation capacity of WFP staff and partners through training and information sharing. Manage junior staff members and guide as required to enable high performance.
6. Provide inputs to line manager regarding the development and implementation of national government and inter-agency evaluation frameworks, including United Nations Development Assistance Framework (UNDAF) aligned with nationally owned sustainable development goals.
7. Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.

Specific to the evaluation function
8. Support Regional Evaluation Unit in the management of decentralized evaluations in line with WFP Evaluation Policy and Decentralized Evaluation Quality Assurance System (DEQAS). This entails managing or supporting evaluation processes from planning to completion: sourcing, hiring and supervising external evaluators; engaging stakeholders appropriately in the evaluation process and managing communications and budgets.
9. Support centralized evaluations managed by the Office of Evaluation, joint UNDAF evaluations and donor-led evaluation in the country.
10. Other duties as required.

OTHER SPECIFIC JOB REQUIREMENTS
  • Knowledge of evaluation principles, approaches, and methods
  • Skilled in quantitative data analyses using software such as Ms Excel, SPSS, or STATA
  • Strong communication skills (oral and written) incl. ability to summarise and present data and evidence in ways that are understandable to internal and external stakeholders
  • Able to take initiatives and work with minimal supervision, manage relationships and solve problems, engage a wide range of stakeholders, seek stakeholders' participation in the evaluation processes
  • Ability to read and assimilate a large amount of information within a short time,
  • Ability to provide constructive written and verbal feedback
  • Strong communication skills (oral and written) including ability to summarise and present/ share guidelines and procedures in ways that are understandable to internal and external stakeholders
  • Ability to work in a multi-cultural environment, respecting and upholding core values of WFP
  • Self-confidence and creativity, with ability to take decisions within the framework of these TORs and know when to seek guidance and support.
  • Proven experience working with and support evaluations in Southern Africa
STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University Degree in Social Sciences, (applied) Statistics, Development Economics, Performance Management, Monitoring and Evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.
Experience: Minimum of three years of relevant work experience in Monitoring & Evaluation activities using a variety of quantitative and qualitative analytical tools and methods.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of French and/or Portuguese

CONTRACTUAL INFORMATION
  • This is a 12 month renewable Fixed Term contract
  • Net Salary monthly range: R 68,483 - R 80 658
