Develop a Master Surveillance Plan (MSP) for oversight activities and monitor implementation thereof.
Ensure that audits are conducted for compliance with regulations by screening organisations.
Provide guidance relating to findings and approve corrective action plans for non-compliance matters.

Develop an annual schedule for examination and certification activities and monitor implementation thereof.
MANAGEMENT OF EXAMINATION ACTIVITIES
Review the database for examination questions.
Ensure certification letters are signed and issued.
Ensure maintenance of database for aviation security Screeners.
Ensure applications for examinations and workshops are processed in line with procedures.
Ensure adherence to the logistics procedure for examination equipment.
MANAGEMENT OF THE SECTION AND PEOPLE
Plan and lead the attainment of set objectives for the AVSEC Personnel Certification Section.
Manage key performance areas of staff to ensure the achievement of their agreed deliverables.
Manage resources for the AVSEC Personnel Certification Section, and ensure proper and optimal utilisation thereof.
Oversee the mentoring and coaching of staff on an ongoing basis.
Ensure that staff in the section comply with OHS legislation, related regulations and procedures.
Manage and ensure the implementation of development interventions aimed at institutionalising a high-performance culture and establishing a cohesive and positive working environment within SACAA to improve staff morale and increase productivity.
Manage day-to-day operations of the AVSEC Personnel Certification Section.
Oversee the mentoring and coaching of staff on an ongoing basis.
ADMINISTRATION AND ANNUAL PLANNING
Maintain the register for non-compliance matters for analysis of trends to inform risk management.
Ensure maintenance of database for aviation security Screening organisations
Ensure that the AVSEC Documents management system is in line with the records management procedures
Develop annual general aviation oversight and security promotion plans
Develop an operational plan for the AVSEC Personnel Certification section
Develop and monitor On-The-Job Training (OJT) for the AVSEC Personnel Certification section
Develop and approve training development plans for the AVSEC Personnel Certification section.
Provide input to the annual budget, control expenditure, and implementation of control procedures for the team.
Ensure invoicing of clients is in line with Revenue policies.
Handle enquiries regarding screening and certification.
Develop an annual plan for workshops and conduct workshops for the industry.
ENFORCEMENT AND COMPLIANCE
Evaluate and monitor matters for enforcement in line with the Enforcement procedures.
Refer reported matters of non-compliance for legal enforcement.
LIAISON AND CONSULTATION
Participate in activities related to promoting aviation security certification within the industry.
Act as liaison with screening organisations and with industry regarding certification requirements.
Conduct workshops to assist with the development and compliance within the industry.
Participate in identified local Aviation Security structures.
Provide industry feedback to SACAA.
RESEARCH AND POLICY DEVELOPMENT
Conduct research and participate in the drafting and review of AVSEC policy, procedures, and regulations related to certification of Screening organisations.
Develop and review technical standards.
Develop sectional technical guidance material.
Develop and review regulations for Avsec Certification in line with ICAO SARPS and best practices.
Execute National Aviation Security Certification Programmes.
GENERAL
Participate in internal and external governance and compliance obligations that SACAA is subjected to.
MINIMUM QUALIFICATION:
National Diploma or NQF 6 qualification.
Aviation Security Certificate.
IDEAL QUALIFICATION:
Management Qualification.
AVSEC Training and/ or Certification Certificate(s).
Aviation Security Diploma.
Civil Aviation Training
Aviation Security Professional Manager Certificate
EXPERIENCE:
5 years' Aviation Security experience in Training/ Certification/ Inspectorate/ Operations
Examinations/ Competency assessments will be advantageous
Supervisory/ Management experience will be an advantage
