Minimum Requirements
Qualifications
Diploma + Advanced Diploma / B-Degree in Human Resources, Industrial Psychology, or a related field
NQF level 7
South African Board for People Practices (SABPP) registration is preferred
Experience
10 years' relevant work experience in human resources
3 years management experience
Proven track record in developing, managing and implementing strategies for optimal organisational structure, performance management, workforce planning, compensation & benefits, employee engagement, value systems, human capital service delivery, etc.
Proven track record in designing organisational frameworks for human capital value chain optimisation, leadership development, culture change, and human capital compliance and governance
Duties and Responsibilities
Operational Management
Contribute towards the development of an operational strategy for the Division function and ensure alignment of this strategy to the plan for the HC Centre of Excellence business unit overall.
Ensure productivity is measured effectively against set objectives.
Manage and ensure the drive of continuous improvement activities.
Functional Management
Act as a custodian of all HC Centre of Excellence policies and procedures ensuring effective communication and monitoring of the policies and procedures, and alignment to legislation and collective agreements as required.
Research, benchmark, and developing policies and processes within relevant area.
Deliver an integrated, seamless HC Centre of Excellence provision to SABS through a service delivery model which places staff and management at the center to support the success of SABS's goals and business strategies.
Foster and drive people-centric practices and initiatives that are aligned to the strategic priorities and objectives of SABS.
Develop and lead human capital governance, risk and compliance frameworks and programmes within Human Capital.
Undertake detailed analysis of the SABS' people and risk landscape to ensure that appropriate employee practices and strategies are in place.
Develop, implement and manage strategies such as organisational structure design, workforce planning, employee engagement, and human capital service delivery and policies within scope of control.
Develop and manage mechanisms that enable the human capital value chain to be optimised throughout the organisation.
Risk and Compliance Management
Ensure the mitigation of the business unit's risk profile through the application of fraud controls and risk prevention principles and implementing of sound governance and compliance processes and tools to identify and manage risks.
Responsible for the coordination and maintenance of quality risk management in line with regulatory requirements.
Drive the implementation of compliance with policies aimed at strengthening the SABS brand and stakeholder interface.
Monitor changes in the regulatory environment and ensure that appropriate operational controls are implemented to address new requirements.
Support and provide evidence to all internal and external audit and regulatory requirements.
Oversee the maintenance and enforcement of related Service Level Agreements to minimise business risk and ensure business continuity.
Ensure adherence in the team to all relevant laws, policies and Standard Operating Procedures throughout the organisation.
Financial Management
Provide input in the planning and compilation of the annual budget aligned to the tactical delivery plans to support the implementation of set objectives.
Ensure the effective implementation, management, monitoring of the business unit's budget, and mitigate and report on any variances
Ensure the deployment of proper financial controls to manage the business unit budget.
People Management
Proactively manage all direct reports in order to ensure that the strategic objectives for the division is met.
Maintain excellent human capital performance through employee empowerment, skills development and retention and succession planning within the team.
Maintain an environment where employees respect and adhere to company standards of integrity and ethics by integrating these values into all processes, procedures and practices.
Stakeholder Management
Identify and mitigate internal systems and procedural barriers to enhance excellent customer service.
Build and maintain effective internal and external stakeholder relationships for the purpose of expectations management, knowledge sharing and integration, and to manage the organisation's reputation.
