Purpose of consultancy:
Over the past decade, the EAC has implemented a wide range of health policy, systems, investment, and advocacy interventions aimed at improving health outcomes across Partner States. In 2014, the EAC developed the Integrated EAC RMNCAH Strategic Plan (2016-2021) with the main aim of accelerating the elimination of preventable maternal, new-born, and under-five deaths in the EAC Partner States by 2030 in line with the Sustainable Development Goals and the Global Strategy for Women's, Children's and Adolescent's Health (2016-2021). The implementation period for the EAC RMNCAH strategic plan (2016-2021) came to an end in 2021 providing the opportunity for the EAC secretariat and other stakeholders to review the strategy against the results achieved and build on the gains made to develop the strategic plan (2025-2030) based on the emerging social, political, and economic issues at the national, regional and global SRHR priorities.
This consultancy aims to support the Integrated Health Programme of the East African Secretariat in developing the EAC RMNCAH Strategy 2025-2030, aligned with global, continental, and regional commitments, in partnership with the Partner States of the EAC.
Scope of work:
(Description of services, activities, or outputs)
The consultant will be expected to:

• Provide an inception report that outlines their understanding of the Terms of Reference, the process for the development of the EAC SRHR/RMNCAH Strategy 2025 - 2030, and a Gantt chart showing timelines.
• Develop a situational analysis that outlines the SRHR/RMNCAH issues in the EAC, relevant SRHR/RMNCAH global, continental, and regional frameworks, and programme evaluations undertaken by the Integrated Health Programme, along with their implications for the draft strategy.
• Undertake an institutional and partnership review of the EAC Structures, key stakeholders required to strengthen regional SRHR/RMNCAH outcomes and make recommendations to strengthen the institutional and partnership arrangements for the implementation of the RMNCAH strategy.
• Develop a draft strategy under the guidance of the EAC Secretariat and in consultation with inputs from relevant stakeholders that outlines the key focus areas, strategic objectives and the result areas and a strategy for achieving these.
• Support the convening and facilitation of a validation workshop with Member States and key stakeholders to finalise the strategy.
• Develop a Results, Monitoring and Evaluation Framework for the planned period.

Duration and working schedule:
This assignment will be for 25 days from signature of contract in September to 15 December 2025.
Place where services are to be delivered:
Consultant to work remotely for workshop preparation and to travel in the EAC region for the workshop. Deliverables may be submitted electronically.
Delivery dates and how work will be delivered (e.g. electronic, hard copy, etc.):
The consultant will be expected to provide the following deliverables electronically:

• Inception report outlining the process for the development of the EAC SRHR/RMNCAH Strategy 2025-2030 that demonstrates how the consultant will deliver on the scope of work, with a Gantt chart showing timelines (3 days)
• Situational Analysis (5 days).
• Institutional and Partnership review (3 days)
• Draft RMNCAH Strategy developed (5 days)
• Validation workshop with member states and key stakeholders to finalise the strategy (6 days)
• Finalisation of the strategy incorporating relevant inputs from stakeholders (3 days)

Monitoring and progress control, including reporting requirements, periodicity format and deadline:
The consultant is required to seek inputs and provide periodic updates to the EAC Principal Health Officer and the partner UN agencies working on the 2gether 4 SRHR Programme in the design and implementation of all stages of the development of the strategy. Drafts will be provided to allow for consultation and inputs by technical experts and stakeholders as defined.
The consultant will be required to participate in meetings required to finalise the strategy, including the regional workshop.
Supervisory arrangements:
The consultant will work under the supervision of the EAC Principal Health Officer / Head of Health department at the East African Secretariat, and contractually under the Programme Manager for the 2gether 4 SRHR Programme with support and inputs from UNAIDS, UNFPA, UNICEF and WHO.
Expected travel:
The consultant is expected to travel to attend the stakeholder workshop at a venue determined by the EAC Secretariat in consultation with its regional partners.
Required expertise, qualifications and competencies, including language requirements: * Graduate level education (Master's or higher) in Public Health, Development or related area.

• At least seven years of previous experience working in the East and Southern Africa on issues relating to RMNCAH/SRHR.
• Demonstrated experience in the development of continental, regional and regional and national evidence-based policies and strategies, with RMNCAH and SRHR experience an added advantage.
• Prior work with the AUC, EAC or other regional economic communities in the development of regional policies and strategies.

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:
The EAC Integrated Health Programme will provide relevant documentation, support, and guidance for the development of the deliverables outlined above.
Other relevant information or special conditions, if any: Payment will be made against the number of days upon completion of the various deliverables as defined.
