Job Description

The Human Resources Manager will be responsible for the overall human resource function within the organisation. The encumbent will also actively contribute to the achievement of of the business objectives of the organisation by fulfilling its role as a true partner to the business, both strategically and operationally.





Planning, implementing, managing and evaluating employee relations and human resource policies, programs and practices that are aligned with the overall business strategy and compliant with all statutory labour legislation and in line with Kagiso Media Group.




KEY RESPONSIBILITIES






Strategic HR Alignment




Assists Executive Management by proactively contributing to the development of solutions to people-related business issues in response to business strategy and operational needs. Advises on the introduction of of new HR/People initiatives in support of business strategy and operational needs. Responsible for the coordination and implementation of HR/People initiatives Work with the Kagiso Media HR Director and HR Community to develop and implement HR

Talent management and Sourcing




Identifies the critical "talent" needs of the business and sets in motion initiatives that will ensure that these are met. Develops a business case for each initiative and motivates their adoption and implementation Talent management initiatives include but not limited to: + Talent supply/demand forecasting
+ Talent sourcing, recruitment, induction and placement.
+ Identification of employee aspirations, potential and "talent" needs of the business, including BEE objectives
+ Training, coaching, mentoring of leadership, management
+ Facilitate processes to utilize the services of approved recruitment agencies, verification agencies and psychometric assessments where required.
+ Develop, maintain and monitor the implementation of recruitment policies, procedures and frameworks.
Succession and career path planning for the organisation + Create structured Succession Plan
+ Manage career path plan and succession plan for every employee
+ Integrate Sucession & Career Path plans with appraisal system and departmental staffing plans.

Skills Development




Development and implementation of a skills development plan that aims to create a structured workplace skills plan, focusing on creating a competent and robust team. Encouraging up-skilling of employees by identifying, recommending and advising suitable training Development, implementation and submission of a annual Workplace Skills Plan and Annual Training Report which complies with the requirements set out by relevant Sector Education and Training Authority. Engage with Group on specific training courses to be added to training catalogue Maintain training records in the HR system.

Employment Equity and BBB-EE




Assist in development and implementation of performance Management process. Develop and deliver necessary appraisal training for management and staff. Employee engagement in facilitating the setting of individual, business unit and organizational objectives and targets that support the business vision and objectives. Manage Performance Management interface with reward system. Management of poor performance and development of Performance Improvement Plans. Establishment and management of Appropriate reward mechanisms (guaranteed pay & benefits, variable pay and non-financial rewards) in line with Group objectives. Ensure positions are graded. Maintain job grades in the system. Participate in Group grading Committee, where required.

Performance Management & Rewards

HR Policies and Procedures




Development and implementation of an HR strategy based on the station's objectives and development of necessary policies. Management of all HR policies and procedures ( Preparation of changes for executive approval, keep staff handbook up to date). Facilitates the resolutions of labour relations queries through consultation and guidance. Ensures a harmonius Employee Relations environment through consistent and fair application of policies and procedures. Assists with Disciplinary, Grievances & IR Related issues. Facilitates the application of the Organisations Disciplinary Code of Conduct Ensures the maintenance of records for Industrial Relations processes.

General




Responsible for the provision of HR services and administration including: Cost Management of overall Human Resource Budget Coordination of Monthly Payroll and employees benefits Preparing and submitting reports (Manco, Exco, SSA, ICASA, BBBEE compliance) Consolidate, analyse and submit monthly HR reports to management and Group HR. Maintain or ensure HR data fields are maintained in the system. The establishment & review of HR processes & systems to enhance efficiency and facilitate decision making. Employee records & administration. Health & Safety Statutory compliance and returns( PAYE, skills development, EE) Salary review and incentive bonus administration Exit interview recording and analysis.


MINIMUM REQUIREMENTS




National Diploma/ Degree in Human Resource Management

SKILLS & EXPERIENCE




5-8 years as a Human Resources generalist (Business Partner) 4-5 years in Senior Management Experience in Strategic and Operational HR Management Knowledge of South African Labour Legislation and updates in people management practices * Experience within the Broadcasting and Radio environment will be an advantage.
