Job Description

1.HSE Management System Implementation



Lead implementation of the HSEMS across all TUV Rheinland South Africa locations. Ensure compliance with ISO 14001 and ISO 45001, including aspects/impacts and hazard identification. Facilitate risk assessments (including LMRA), environmental impact assessments, and review control measures. Ensure emergency preparedness and response protocols are implemented, tested, and reviewed regularly.

2. HSE Legal & Regulatory Compliance



Maintain and update the HSE Legal Register in alignment with current South African legislation and client requirements. Monitor compliance across sites and facilitate corrective action when deviations are found. Consult with procurement, HR, and technical departments to embed legal compliance into operational planning.

3. Audit & Performance Monitoring



Conduct internal HSE audits in line with annual plans and support external audits when required. Maintain audit findings in the EtQ system and ensure corrective actions are implemented and tracked. Report on Key Performance Indicators (KPIs) via corporate platforms and to top management monthly.

4. Contractor & Subcontractor HSE Management



Maintain HSE records of all contractors and subcontractors, including training, medicals, and inductions. Participate in contractor assessments, approvals, and onboarding. Ensure compliance with site-specific HSE requirements for all external personnel.

5. Incident Management & Investigations



Lead investigations of incidents, near misses, and environmental occurrences. Produce formal investigation reports and safety alerts using root cause analysis techniques. Track closure of corrective actions and report on trends for preventative improvements.

6. Site Support and Inspections



Conduct scheduled site visits and workplace inspections to assess HSE performance. Ensure PPE compliance, availability, and suitability for site-specific tasks. Identify HSE hazards and implement controls in coordination with department heads.

7. Engagement & Awareness



Facilitate HSE Committee meetings, record minutes, and ensure closure of action items. Lead monthly awareness sessions, toolbox talks, and HSE training initiatives. Promote a culture of behavioural safety and continuous learning.

8. Client Support & Documentation



Prepare and submit HSE documentation for client HSE File submissions as part of contractual obligations. Support client audits and inspections, ensuring all records are readily available and accurate. Assist in HSE contributions to tender and proposal documentation where required.
Education:

Bachelor's degree in Environmental Science, Occupational Health and Safety, or related discipline OR NEBOSH International Diploma or equivalent HSE qualification OR Engineering Diploma/Btech/Degree
Experience:

Minimum 5 years of HSE experience, preferably in a high-risk or regulated industry. Familiarity with ISO 14001, ISO 45001, South African OH&S legislation, and EtQ systems. Strong auditing, root cause analysis, and report writing skills. Deep understanding of South African HSE legal framework. Confident facilitator of training, committee meetings, and site inspections. Ability to lead under pressure during incidents or crises.
