Job Description

Tsebo Facilities Solutions is looking for a Hard Services Manager who will be responsible for strategic and operational management of all hard services (mechanical, electrical, gas, HVAC, plumbing, lifts, UPS, generators, building fabric, etc.) across the site/portfolio (including KZN and Cape Town support).This includes managing all maintenance activities, compliance obligations, asset lifecycle plans, and hard service projects, ensuring delivery in line with client requirements, contractual SLAs/KPIs, statutory legislation, and best industry practice.The role provides technical leadership, resource planning, and operational oversight of all maintenance teams (including Technical Supervisor and subcontractors), ensuring effective stock management, system compliance, and service quality.

Duties & Responsibilities
Workplace Management and Services Objectives:

  • Develop and implement robust systems, processes, and capabilities to provide a cohesive, cost-effective, and well-managed Hard Services workplace solution that aligns with Huawei's operational standards and ensures compliance with risk and regulatory requirements.
  • Deliver integrated service solutions that optimise technology, tools, and workforce deployment to meet Huawei's service standards and contractual obligations.
  • Directly supervise and coordinate the activities of technicians and engineers to achieve operational objectives and service excellence.
  • Plan, implement, monitor, and communicate program elements within areas of responsibility to achieve defined objectives.
  • Manage day-to-day operations, proactively identifying and resolving operational issues.
  • Identify opportunities for process improvement and implement changes to enhance efficiency and service delivery.
  • Ensure compliance with all local regulatory requirements, Huawei corporate standards, and internal policies.
Overarching Services Requirement:
  • Provide proactive supervision and execution of all Hard Services workplace management in accordance with industry best practice and Huawei objectives.
  • Ensure deployed staff uphold Huawei's brand, ethical values, and professional standards, possessing the required skills to meet performance expectations.
  • Support Huawei management and maintain strong internal and external business relationships.
  • Ensure compliance with contractual SLAs, internal policies, and all applicable laws and regulations.
  • Uphold Hard Services management objectives and strategic outcomes in alignment with Huawei and TFS values.
  • Coach, mentor, and develop Hard Services staff to optimise performance and competency.
  • Ensure effective management of operational information, records, and data.
  • Proactively manage health and safety services across all sites, maintaining safe working conditions for staff, clients, and visitors.
  • Support the client's appointed GMR 2.1 Responsible Person in ensuring compliance with the Occupational Health and Safety Act (Act 85 of 1993) and the General Machinery Regulations.
  • Ensure all machinery, plant, and equipment under Tsebo's control are maintained and operated safely in line with statutory requirements.
  • Maintain comprehensive records of statutory inspections, permits, and safety checks for all mechanical and electrical systems.
  • Appoint competent technical personnel and ensure they fulfil all statutory safety responsibilities.
Maintenance Stock & Inventory Oversight:
  • Accountable for the effective management of maintenance materials, consumables, and spare parts.
  • Ensure adequate stock levels are maintained to support uninterrupted operations.
  • Oversee and approve stock requisitions, usage, and replenishment in line with budget and contractual requirements.
  • Implement and monitor stock control systems to minimise wastage, pilferage, and stock-outs.
  • Ensure accurate record-keeping and reporting of stock levels, movements, and consumption trends.
  • Provide oversight and direction, ensuring compliance with stock management procedures.
  • Conduct regular audits and reconcile physical stock against system records.
Leadership & Supervision
  • Manage, coach, and develop Technical Supervisors and multi-disciplinary maintenance teams to achieve performance and behavioural standards.
  • Approve KPI setting, performance appraisals, and skills development plans for technical staff.
  • Ensure staff rotation for standby and call-out duties is fair, efficient, and within labour guidelines.
  • Drive a safety-first culture through regular toolbox talks, incident reviews, and compliance checks.
  • Ensure technical staff follow procedures for ladder, tool, and equipment inspections and act promptly on non-conformances.
  • Oversee all statutory inspections, equipment certifications, and safety files.
  • Ensure that OHS Act, SANS, and client SHEQ standards are met consistently across all operations.
  • Lead incident investigations, root cause analyses, and ensure corrective actions are implemented and verified.

Qualifications
  • Matric plus a relevant Diploma (NQF 6) in Electrical/Mechanical Engineering, Facilities Management, or Energy Management.
  • National Diploma with subjects including Industrial Electronics N6, Electrotechnics N6, Strength of Materials N6, Mechanotechnics N6, Engineering Science N4.
  • Wireman's License (SABS 0142) or equivalent.
  • Proven track record in contract, SLA, and vendor management, including Hard Service audits and compliance with OHS standards.
  • Strong background in project management, including large-scale refurbishments, energy optimisation, and infrastructure upgrades.
  • Financial management skills, including budget control, cost-saving initiatives, CapEx/OpEx planning.
  • Strong relationship management skills, dealing with clients, landlords, executives, and contractors.
  • Proficiency in MS Office (Word, Excel, PowerPoint, Outlook) and exposure to CAFM/CMMS systems.
  • Supervisory/leadership experience with evidence of staff mentoring, motivation, and development
