Job Description

KEY PERFORMANCE AREAS

1. Support to Stakeholders

1.1. Support internal and external stakeholders to enhance ETD participation and efficiency in the sector;

1.2. Provide support to stakeholders by means of online or onsite monitoring in order to promote TETA practices;

1.3. Attend to all queries from internal and external stakeholders;

1.4. Advise and capacitate new and existing stakeholders on TETA policies, procedures, processes and promote

compliance and reporting to stakeholders;

1.5. Lobby participation and recruitment of new stakeholders with a view to increase mandatory and discretionary

grant participation within the transport industry, and to facilitate Small Business Initiatives and

entrepreneurship within the province;

1.6. Provide periodic contributions to TETA newsletters or external publications;

1.7. Represent TETA at Career Expos and relevant events;

1.8. Participation in inter-SETA activities to promote TETA;

1.9. Establish government and provincial linkages and participation in events such as The Premier's Council for

Skills, DHET Advisory Councils, etc.

2. Support to Chambers

2.1. Provide support to TETA chambers in processing discretionary grant applications, conducting due diligence,

management of contracts and reporting on Chamber projects, activities and expenditure;

2.2. Coordinate administration of projects by initiating ETD projects for the sector within the Western Cape

province.

3. Implementation of NSDS III in Province

3.1. Advise and support stakeholders with the implementation of NSDS III within their organisations;

3.2. Identify and support TETA towards the achievements of APP targets, specifically (but not exclusively),

unemployed bursaries, small business support, TVET and HET partnerships, and school projects.

4. Sector Skills Planning

4.1. Provide support and input into the development of TETA Sector Skills Plan and any other projects implemented

by the Research & Knowledge unit.

5. Monitoring

5.1. Conduct site visits to verify stakeholder participation and data;

5.2. Submit reports to TETA chambers within deadline.

6. Mandatory Grants

6.1. Implement mandatory grant processes that include promoting and assessing WSP/ATR;

6.2. Monitor the implementation of the WSP and verify the ATR;

6.3. Report and communicate any findings to relevant parties and recommend for approval or rejection.

7. Workshops and Forums

7.1. Administer, support and conduct SDF, industry and provincial forums;

7.2. Develop and maintain stakeholder database;

7.3. Plan engagement workshops and prepare presentations.

8. Managing Partnerships

8.1. Identifying viable partners, entering into partnership agreements (MoUs) and managing partnership contracts

in support of TETA partnership strategy;

8.2. Integrating partnership implementation with other aspects of the ETD sector, e.g. SAQA, QCTO, other SETAs,

DOT, DHET, DOE and other TETA Stakeholders, in order to:

8.2.1. Share knowledge and information on new developments in the ETD sector;

8.2.2. Provide timeous advice to authorities on matters of concern.

9. Coordination of Occupational Qualifications Development Activities

9.1. Coordination of occupational qualifications development as they may be assigned by management.

10. Project Implementation and Monitoring

10.1. Initiate ETD projects in the chamber (in consultation with management);

10.2. Compile and report on specific projects, activities and expenditure.




MINIMUM REQUIREMENTS

1. Experience and Qualification

M + 3 qualification in ETD/HRM/HRD or relevant qualification; Minimum of 5 years' experience in the education, training and development sector; Experience in SETA or Transport Sector environment preferable; Experience in management of WSP and ATR; Be prepared to travel and work overtime.

2. Knowledge and Skills

2.1 Knowledge and understanding of:

The ETD environment; The following Legislation - specifically: SDA, SDLA, NQF, SAQA and QCTO; Project Management; Contract Management; Relationship Management; National Skills Development Policy and Strategy; Education, Training and Development.

2.2 Skills

Analytical, problem solving and critical thinking skills; Consultation and Facilitating skills; Planning, monitoring and reporting skills; Presentation, communication and writing skills; Project management skills; Computer Literacy (MS Office; Internet and email at intermediate level).
