1. Position Summary

The Fleet Manager is the strategic and operational lead for all mobile and static fleet resources at Waste Carriers (Pty) Ltd. This includes overseeing trucks, trailers, LDVs, and bin infrastructure across all projects. The role ensures full lifecycle management from acquisition to disposal, while integrating tracking technology, compliance controls, preventative maintenance, and driver accountability. The ideal candidate is technically proficient, able to understand mechanical systems and diagnostics, and committed to upskilling operational personnel, including truck assistants and drivers, through a dedicated training program led by the in-house Driver Trainer.

2. Core Responsibilities2.1 Strategic Fleet Oversight

Lead, manage, and optimize the full fleet of vehicles and mobile equipment including heavy-duty trucks (hooklifts, compactors), trailers, LDVs, and bin infrastructure.



Maintain an up-to-date fleet register detailing asset specs, condition, location, and lifecycle status.



Coordinate vehicle allocations daily, ensuring vehicle-fleet-to-contract alignment.



2.2 Tracking, Monitoring, and Analytics

Manage and analyze data from FleetCam and Ctrack, including live vehicle tracking, route adherence, fuel performance, idle time, unauthorized usage, and driver behavior.



Ensure all fleet vehicles are fitted and functional with real-time trackers and cameras.



Investigate alerts, download footage, and submit reviews following traffic incidents or near-misses.



Produce weekly and monthly tracking dashboards.



2.3 Bin and Equipment Asset Management

Maintain a live bin register covering inventory, movements, allocation, damage, and repairs.



Oversee booking in/out of bins by project or site, ensuring condition assessments are completed and logged.



Coordinate bin repairs and ensure all movement is tracked in a shared OneDrive register.



2.4 Technical Oversight and Mechanical Management

Possess a strong technical understanding of vehicle systems, fault diagnostics, trailer hydraulics, PTO systems, and vehicle weight/load dynamics.



Interpret fault codes and feedback from drivers and mechanics to inform repair decisions.



Support technical assessments during procurement and spec'ing of new vehicles or equipment.



Oversee workshop operations indirectly via verified job cards and ensure repairs meet safety and operational standards.



2.5 Maintenance and Repairs

Develop and manage preventative maintenance schedules.



Coordinate with internal workshop and approved service providers for COFs, servicing, and ad-hoc repairs.



Track and minimize downtime, ensuring spare vehicles are assigned as needed.



Ensure fault reports from daily pre- and post-trip inspections are logged, investigated, and closed out.



Verify all job cards, downtime records, and part replacements.



2.6 Compliance and Licensing

Track and manage all vehicle licensing and Certificate of Fitness (COF) renewals.



Ensure compliance with National Road Traffic Act, waste transport licensing, and City of Cape Town project-specific vehicle requirements.



Send compliance alerts to service coordinators and drivers ahead of due dates.

2.7 Fuel and Consumption Management

Oversee all diesel usage by truck and trailer, using fuel slips, Ctrack analytics, and refueling logs.



Manage on-site fueling stations and authorization for Padgooi account usage.



Investigate overconsumption, route inefficiencies, and discrepancies with actual tonnage or routes.



2.8 Driver and Truck Assistant Development

Manage and supervise the Driver Trainer, setting the training calendar and standards.



Ensure drivers and truck assistants receive training in: vehicle operation, safety protocols, daily inspection duties, bin handling, site etiquette, use of FleetCam/Ctrack.



Ensure re-training occurs after incidents, insurance claims, or performance issues.



Maintain driver compliance records and documentation.



2.9 Fines, AODs, and Disciplinary Oversight

Maintain a real-time fines register and track fines to the responsible driver.



Ensure Acknowledgement of Debt (AOD) forms are signed and uploaded for payroll recovery.



Escalate repeat violations for disciplinary intervention and log each case.



2.10 Records, OneDrive, and Document Control

Administer the OneDrive fleet folder structure, including all vehicle documentation, bin registers, SOPs, fines, fuel records, and wash bay registers.



Update and maintain all relevant templates, workflows, and process documentation.



Understand and have skills to assist in developing our internal ERP system.

2.11 Interdepartmental Collaboration

Provide weekly reports to project managers showing vehicle allocations, bin movements, faults, fuel trends, and driver performance.



Hold project teams accountable for damage, vehicle condition, and bin returns.



Support contract mobilization and decommissioning of fleets.



3. Required Qualifications

- Matric (required), with Diploma or Degree in Logistics, Fleet/Transport Management, or Mechanical Engineering (preferred).
- Minimum 5-8 years' experience in heavy-duty fleet management, preferably in waste, logistics, or plant-intensive sectors.
- Strong technical background; mechanical systems, diagnostics, hydraulics, bin loading mechanisms, and repair processes.
- Proficient in Microsoft Excel, OneDrive/SharePoint, FleetCam, Ctrack, and digital fleet tools.
- Valid SA driver's license Code 08 (Code 10 or 14 highly preferred).
