Job Description


Estates AssitantTo facilitate the transfer of immovable property and/or rights from various property owners to the Municipality, and to ensure that the property and/or property rights as required fulfil the objectives of the IDP, all legislative requirements and Council policy, programs and initiatives are met.Estates OfficerTo facilitate the transfer of immovable property and/or rights from various property owners to the Municipality, and to ensure that the property and/or property rights as required fulfil the objectives of the IDP, all legislative requirements and Council policy, programs and initiatives are met.
Key Responsibility AreasEstates AssistantContribute to the efficient functioning of the Valuation & Acquisitions division by completing tasks on a project basis.
Check scheme and/or hand plans and Exco Authority as per Client Departments instruction/requirements and that Acquisition funding has been provided.
To send/serve all necessary correspondences and documents on the correct person.
Prepares reports for committees.
Serve Notices on all parties that have an interest in the property.
Arrange for the publication of Notices in the press and to verify accuracy of Notices once published.
Obtain Provincial Department of Transport (DOT) and Town Planning approvals.
Issues instructions to conveyancers to secure the Municipalityxe2x80x99s rights or attend to transfer.
Arrange to Rates adjusted or cancelled on effected properties.
Process all payments.
Update allocated matters/projects of the Divisionxe2x80x99s workload database to reflect the current acquisition status for each file.
Attend to queries at the public counter and those receive telephonically.Estates OfficerContribute to the efficient functioning of the Valuation & Acquisitions Division by independently completing tasks on a project basis.
Ensures receipts of scheme and/or hand plans and Council Authority as per client Department instruction/requirements and that Acquisition funding has been provided.
Send/serve all necessary correspondences and documentation on the correct person.
Prepare & present reports for the committees.
Up-lift any endorsements such as interdicts, bonds, judgements, foreclosures, attachments, etc. from Title Deed
Serve notices on all parties that have an interest in the property.
Arrange for the publication of notice in the press and to verify accuracy of Notices once.
Attempt to resolve objections received from owners regarding the proposed expropriation.
Obtain Provincial Department of Transport (DOT) and Town Planning approvals.
Obtain Premierxe2x80x99s consent for expropriation.
Issue instructions to conveyancers to secure the Municipalityxe2x80x99s rights or attend to transfer.
Arrange to have Rates adjusted or cancelled on effected properties.
Request for survey diagrams.
Process all payments.
Update allocated matters/projects on the Divisionxe2x80x99s workload database to reflect the current acquisition status for each file.

Essential RequirementsEstates AssistantGrade 12 (NQF Level 4) or equivalent and a certificate in Real Estate or Property Management or any other related and equivalent qualification in the Built Environment or Legal field.
Valid motor vehicle driving license.
2 Years relevant experience.
Computer Literacy.Estates OfficerGrade 12 (NQF Level 4) or equivalent and a certificate in Real Estate or Property Management or any other related and equivalent qualification in the Built Environment or Legal field.

3 Years relevant experience.
Computer Literacy.
Preferred RequirementsEstates AssistantTertiary qualification (NQF Level 6) in Real Estate or Property Management or any other related and equivalent qualification in the Built Environment or Legal field.
