Job Description

The Department of Environmental Affairs and Development Planning, Western Cape Government has an opportunity for two (2) suitably qualified and competent individuals to provide support with the development and facilitation of the effective and efficient implementation of measures and systems to regulate waste management facilities, through licensing, monitoring, and auditing.
Minimum Requirements
Relevant Honours Degree in Natural or Physical Sciences, Environmental Sciences or Engineering (Preferably Civil Engineering) or related fields; A valid (Code B) driving license; Registered as a Candidate Environmental Assessment Practitioner (EAP) or Registered as an EAP with the Environmental Assessment Practitioners Association of South Africa (EAPASA):- already registered or meets the requirements for registration and have either already applied for registration or will by a certain date apply for registration (permanent appointment will be conditional to actual registration with EAPASA by a specified date).
Recommendation
Experience in the following: Environmental field, especially related to waste management; Compliance monitoring, enforcement and auditing; Environmental impact management and/ or waste management permitting/ licensing; Project Management; Proven supervisory and mentoring; Facilitation of public participation processes.
Key Performance Areas
Administer the waste management licensing process through the review and evaluation of waste impact and technical reports and the drafting of waste management licences; Assist with general office management i.e. assist with Financial and Human Resource Management and administration; Ensure compliance monitoring and enforcement of relevant waste management legislation with respect to statutory obligations; Develop, implement and review waste management licensing processes, systems, policy measures and specific projects with regard to waste management licensing; Provide specialist advice and develop policies, legislation, norms, standards, minimum requirements guidelines of geohydrological, geotechnical and technical design aspects of waste management facilities and specific projects with regard to waste management licensing.
Competencies
Knowledge of the following: Environmental, general and hazardous waste management; Environmental legislation; spatial and non-spatial database management; General management (includes financial and human resources, conflict and administration).
Skills needed: Planning, organising and reporting; Proven computer literacy (MS Office); Interpersonal and communication skills (verbal and written), including report writing; Ability to ensure compliance and enforce relevant statutory obligations with regard to regulations, policies and treaties related to waste management and environmental management; Ability to conduct in-depth research; Ability to conduct and interpret environmental monitoring and audits; Ability to communicate effectively via a wide range of media to a diverse range of stakeholders; Ability to interpret and analyse complex general and hazardous waste information documents to advise internal and external stakeholders.
Remuneration
R 498 816 per annum (OSD as prescribed)
Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD) are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements
Notes
