Job Purpose
The Department of Environmental Affairs and Development Planning, Western Cape Government has an opportunity for a dynamic individual to investigate environmental complaints, draft legal sound administrative notices and correspondence, monitor environmental compliance with environmental legislation, partake in joint intergovernmental enforcement operations and awareness programmes.
Minimum Requirements
An Honours Degree or higher qualification in Natural Sciences, Environmental Management, Law, Policing or related qualification; A valid Code B driving licence.
Recommendation
Relevant experience; Working knowledge of environmental law; Experience in environmental law enforcement; Completed Environmental Management Inspector training course.
Key Performance Areas
Investigate complaints and conduct enforcement operations; Draft administrative enforcement documents and investigation finalisation reports for non-compliance with environmental legislation; Assist and partake in joint compliance and enforcement operations with external law enforcement agencies and other organs of state; Provide accurate reporting information and partake in awareness raising and capacity building; Conduct/ partake in environmental awareness programmes.
Competencies
Knowledge in the following:
Environmental legislation; Constitutional law, administrative law, criminal law; EMI Operating Manual; Principles of environmental management; Policies and procedures of the Directorate/Department; EMI and Public Service Code of Conduct;.
Skills needed:
Computer literacy in MS Office Package; Written and verbal communication; Ability to work independently and as part of a team; Ability to deal with and resolve conflict and have good people skills; Trustworthy and reliable; Professional, organised and meticulous; Client Orientation and Customer Focus.
Remuneration
R 498 816 per annum (OSD as prescribed)
Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
Notes
Shortlisted candidates will be required to submit documentation for verification purposes and criminal record vetting. These candidates will be required to do a practical and attend interviews on a date and time determined by the department and may also be required to undergo competency assessments/proficiency tests. The selection process will be guided by the EE targets of the employing department.
