Job Description


Purpose of the job
The Engineering Manager is a senior manager who reports to the General Manager and has the
primary responsibilities of:

  • Be appointed as the GMR 2.1 for the site to ensure all legal/statutory compliance does
take place according to the OHS Act, Pressure Equipment Regulations and General
Machinery Regulations.
  • Fully understand the Occupational Health and Safety Act requirements and ensure that all
legal inspections and risk assessments are carried out and that general safety is adhered
to across the organization.
  • Define and implement engineering standards, maintenance strategies and asset integrity
philosophies for equipment, plant, machinery, and installations relating to the provision of
maintenance services in the organisation.
  • Define and implement the site asset care portfolio using CMMS software, SAP preferably.
  • Improve plant availability through the effective utilisation of key in house and contracted
resources.
  • Provide leadership and direction for the execution of maintenance, rigging, scaffolding,
painting, and lagging activities in the organisation.
  • Be an expert in preventative maintenance and compliance to statutory requirements using
OEM, RCM, 5Why and RCA processes to improve plant reliability and availability.
  • Plan and manage the annual maintenance shutdowns.
  • Improve master data of spare parts and the quality of work done on spares and rotables.
  • Lead a team of plant engineers, reliability engineers, maintenance supervisors,
technicians, inspectors, planners, artisans, and handyman.
The abovementioned activities shall be conducted in compliance with the Occupational Health and
Safety Act, No. 85 of 1993 and all relevant NCP policies and procedures.
This position profile acts as a guide to the role only, and additional work outcomes may be required to
be performed by the incumbent.

Key performance area
  • Implement a total engineering and maintenance strategy for the operation.
o Implement and maintain the ISO55001 asset management system
o Strategic planning to assess the current maturity of the Engineering department and
what the future goals are which should align to the organization's mission
o Ensure an effective mechanical, electrical, instrumentation, services, statutory
inspection, and asset care engineering service for the organization.
o Lead critical contractors and develop key service providers for rigging, scaffolding,
painting, civil and lagging services and contracts are in place.
o Developing processes and establishing standards to enable the measurement of
key parameters to assist with critical decision making.
o Be the expert on engineering and chemical plant equipment
o Track, monitor and control engineering costs to within budget
  • Assume the GMR2.1 legal appointment
o Be the GMR2(1) legal appointee and the custodian for the organization with the chief
inspector at the Department of Labour.
o Enforce the NCP policies and procedures by keeping the employees accountable for
their actions, as well as for the lack thereof.
o Ensure all safety standards are in place in the relevant maintenance departments
and that new legislation changes are implemented.
o Ensure that all business standards are implemented and maintained regarding
OSHAS 18001, SANAS, ISO and SANS standards.
o Keep records of all statutory inspections and compliance documents for inspection
and audit purposes.
  • Manage projects and contractors
o Managing several types of maintenance, safety, infrastructure, and capex projects.
o Establish relationships between various functions for critical input into maintenance
projects and action lists.
o Support plant engineers to manage the deviations and reducing backlog on
maintenance projects and statutory inspections captured in SAP and CCAS.
o Development and implementation of a contractor management services
o Benchmark performance against industry standard, monitor the effectiveness of
systems, equipment and employees and take corrective action if necessary.
o Be the custodian for the fixed asset register and equipment useful life.
  • Improve plant availability and uptime
o Ensure effective utilization of the SAP preventative maintenance and material
management systems for all maintenance activities
o Develop asset care plans and ground rules for critical equipment to achieve
preventative maintenance
o Critical problem solving and utilization of key asset care techniques of OEM, RCM,
5Why and RCA processes.
o Champion for the breakdown business process and the achievement for a zerorepeat incident goal.
o Investigate equipment failures to stop re-occurrences and conduct call out and
overtime investigations.
o Optimize plant spares to ensure that the correct number of spares are being kept
(stockholding) and rotables are managed appropriately.
o Track availability, reliability, and Overall Equipment Effectiveness.
  • Lead and manage plant engineers and the entire maintenance department
o Lead by influencing the employees to achieve the organizational goals.
o Structure the resources in such a way to effectively execute tasks to meet the set
targets and objectives.
o Collaborate effectively with other departmental managers regarding engineering and
technical support in day-to day tasks and delivery of operational goals
o Plan the leave, training, and development for the sub-ordinates in line with the
engineering strategies developed for the department.
o Stimulate a culture of high performance, accountability and leadership with clear
goals and aligned efforts.

  • Extensive knowledge of the Occupational Health and Safety Act, No. 85 of 1993.
  • Extensive knowledge of ISO 14001, 45001, 9001, 55001
  • Extensive knowledge of SANS347
  • Knowledgeable on different types of equipment related to chemical manufacturing plants.
  • Experience in managing and coordinating plant shutdowns and maintenance projects.
  • Experience in using SharePoint and Corrective Action Systems (i.e. Digilex)
  • Knowledge of Computerized Maintenance Management Systems (i.e. SAP PM and MM)

Experience
  • 10 years in a manufacturing plant environment, preferably chemical manufacturing
  • At least 5 years in an engineering management role, preferably in a heavy and broad
mechanical equipment environment
  • Extensive knowledge of the OHS Act and GMR 2 legal appointments
  • In-depth knowledge of engineering principles and maintenance management systems
(CMMS, SAP PM).
  • Sound understanding of contractor management, project management and management of
change
  • Computer literacy in SAP MS Office (Word, Excel, Outlook, Projects)
Qualifications:
  • BEng, BSc or BTech in Mechanical, Electrical, or similar engineering related field
  • Postgraduate qualification in engineering management is advantageous
  • In possession of a Government Certificate of Competency (Factories)
  • Professional engineer/technologist registration is an added advantage.
Reporting structure:
  • This position reports to the General Manager - Chloorkop.
Personal Circumstances:
  • Must be able to obtain a satisfactory medical report from the company's medical Centre.
  • May be required to be on standby.
