Job Description

Strategic Leadership
- Developing and implementing frameworks for intelligence collection, analysis, and reporting to support tax compliance and enforcement.
- Contribute to ERS's goal of achieving 100% voluntary compliance by identifying systemic risks and recommending policy improvements.
Operational Oversight
- Overseeing intelligence activities across the tax administration to identify tax avoidance, evasion, and other financial crimes, including smuggling, money laundering and illicit financial flows.
- Producing intelligence reports to support decision-making, policy formulation, and operational strategies in tax and customs administration.
Technical Expertise
- Analysing and managing patterns and models of tax evasion and illicit financial flows.
- Contributing to the development of new tools and technological solutions for enhancing intelligence capabilities within the tax administration.
Stakeholder Engagement
- Collaborate with other ERS divisions (Legal, Internal Affairs, Customs) and external bodies (REPS, DPP, FIU, CBE) to enhance effectiveness of operations
- Represent ERS in dispute resolution processes and tax tribunals.
Monitoring & Evaluation
- Track Intelligence and Investigations' performance using ERS's strategic scorecard and KPIs.
Knowledge
- In-depth knowledge of Eswatini's tax laws and international tax standards
- Proficiency in data analytics tools
- Proficiency in Risk Management frameworks

Qualifications
Minimum
- Bachelor's Degree Accounting, Taxation, Law, or Economics.
Advantageous
- Specialist training in Tax Fraud Investigation, Intelligence Gathering and Analysis, and Financial Investigation Techniques
- Certified Fraud Examiner (CFE)
- Post graduate certification in Forensic Investigations.
Experience
- Minimum of 10 years in an investigations, intelligence, or forensic audit environment with at least 5 years of leading a team of supervisors or higher.
