Job Description


The primary responsibilities of the Deputy Registrar will be to oversee the operations within the Agricultural Produce Agentsxe2x80x99 Council to ensure excellence in the regulation and control of activities of fresh produce, export as well as livestock agents; in line with the Agricultural Produce Agentsxe2x80x99 Councilxe2x80x99s rules and Act 12 of 1992.

Desired Experience & Qualification

  • Financial Degree or equivalent Financial Qualification with relevant training or experience in Agriculture (NQF Level 7 or equivalent) - Required.
  • (Please note that this is NOT only a financial position. Applicants with a Financial Degree or equivalent Financial Qualification, related qualifications, and experience will be an advantage).
  • 5 years of experience/exposure in the Agriculture Industry will be an advantage.
Requirements
  • Provide leadership in the development and implementation of processes and guidelines with the Statute and the relevant policies.
  • Strategic planning for responsibility areas in support of the Councilxe2x80x99s Operational Plan as well as measuring and reporting of progress against predetermined targets.
  • Must be able to read, analyse, and interpret common scientific and technical journals, financial statements and reports, and legal documents.
  • Have the ability to respond to common inquiries or complaints from industry role players such as farmers, customers, regulatory agencies, or members of the business community.
  • Must be able to write speeches and articles for publication that conform to prescribed style and format of Council.
  • Must be able to effectively present information to the Registrar and Council, public groups, and/or role players in executive positions.
  • Must be able to define problems, collect data, establish facts, and draw valid conclusions.
  • To interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Advanced computer literacy in the Microsoft Office Suite and Pastel, general computer skills, email and relevant interpretation and writing skills.
  • Sound written and verbal communication skills.
  • Attention to detail and an understanding of workflow processes.
  • Operate as a team player but able to work independently.
  • Ability to organise and prioritise information.
  • Precise and updated record keeping.
  • Professional conduct and discrete.
  • Presentation, both verbal and on MS Suite.
  • Facilitation of meetings and interactions with professionals in the legal sphere as well as in the agricultural fraternity.
  • Excellent and confident communication skills from farm to executive level.
  • Research of various concepts, understanding of the agricultural industry as well as the needs, market trends and ongoing interpretation of demand and supply in the relevant agricultural markets.
  • Must be able to manage various projects.
Flexibility to work overtime and/or irregular hours and travel when required.

Must be willing to travel extensively.

Key performance areas:
  • Responsible for full accounting functions to include management accounts and preparation of financial statements.
  • Responsible for conducting compliance audits on Trust Accounts of fresh produce agents and taking the necessary remedial or punitive action for non-compliance detected.
  • Responsible for investigating complaints from producers, reconciliation of claims and, where applicable, assisting with disciplinary hearings and processes.
  • Responsible to verse the day-to-day administrative functions of the office:
  • Including, but not limited to:
  • the registration of new agents;
  • regular reporting to the Council on strategic objectives such as financial standing;
  • expenditure and approved budget performance;
  • training;
  • marketing;
  • investigations; and
  • compliance monitoring.
