Job Description

Job Purpose




Provincial Treasury, Western Cape Government has an opportunity for a suitably qualified and competent individual to lead and support the implementation of the Municipal Finance Management Act (MFMA) by managing both the technical and intergovernmental components of municipal budget oversight.

Minimum Requirements




An appropriate 3-year B-degree (equivalent or higher qualification) in Financial Management, Financial Accounting or Management Accounting or related qualification; A minimum of 3 years experience in accounting, budget and financial management environment; A valid (Code B or higher) driving licence. NB: People with disabilities that restrict driving abilities, but who have reasonable access to transport, may also apply.

Key Performance Areas




Promote the implementation of the MFMA, strengthen intergovernmental coordination, foster stakeholder engagement and dissemination financial insights to improve municipal conformance and performance; In-year monitoring reports evaluated on the implementation of municipal budgets in order to enhance conformance, accountability, data integrity and efficiency in municipalities; Municipal budgets assessed against the refined framework for conformance, credibility, sustainability and remedial steps actioned; Plan and manage the work of and account for the overall performance of the subdirectorate; Financial Management; It will be advantageous to have a BCom with Accounting / Audit as a major /Economics /Auditing /Public Management/Financial Information Systems (Majoring in Financial Accounting/Management Accounting.

Competencies



Knowledge of the following:

Local government legislation, including the MFMA, Treasury regulations, accounting principles, and best practices; Division of Revenue Act (DoRA), the local government fiscal framework, and the flow of intergovernmental transfers and conditional grants; Familiarity with budget reform initiatives such as mSCOA, MFMA budget formats, and the Local Government Budget and Expenditure Review; Proficiency in interpreting in-year monitoring (IYM) reports, including the application of TIME and SIME data for oversight and support; Budget assessment frameworks related to conformance, credibility and sustainability; Financial oversight systems, including the use of tools like the LG Database, dashboards, and financial modelling platforms; Project management, procurement, and tendering processes within the public finance context; Policy development, implementation, and review in the public sector; Public administration, including principles of transparency, accountability, and good governance; Audit outcomes, internal controls, and governance practices that support clean municipal administration; Capacity building and institutional support approaches for improving municipal financial management; Familiarity with performance management systems, both at individual and organisational levels; Awareness of the strategic priorities of government and their implications for municipal

budgeting and oversight.

Remuneration



All-inclusive salary package of R 896 436 per annum (Salary Level 11)





Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
