Job Description

Job Purpose




The Department of Local Government: Western Cape Government has an opportunity for a suitably qualified and competent individual to render statutory support service to Municipalities, implement Statutory mandate assigned to the MEC for Local Government and contribute towards awareness in preventing fraud and corruption and promote ethical leadership amongst Councillors.

Minimum Requirements




An appropriate 3 year National Diploma/B-Degree (equivalent or higher qualification) in a Legal field / Public Administration; A minimum of 3 years middle management experience; A valid (Code B or higher) driving licence. NB: People with disabilities that restrict driving abilities, but who have reasonable access to transport, may also apply.

Key Performance Areas




Initiate and coordinate ethical leadership, anti-fraud and anti-corruption programmes; Provide support to Municipal Public Accounts Committees (MPACs) and monitor the functionality of MPACs; Administer Councillor matters: Application of the Code of Conduct for Councillors and administer Councillor Remuneration; Render training on Code of Conduct for Councillors, Code for Ethical Leadership and Preventative Measures against Fraud and Corruption; Monitor the functionality of Councils, section 79/80 Committees and MPAC Committees; Provide support to Municipalities in maintaining Good Governance; Monitor Council Compositions in Municipalities; Strategic Management; Human Resource Management; Financial Management; It will be advantageous to have a Bachelor degree in Public Administration and/or a Bachelor Degree in Law.

Competencies




Knowledge of the following: The Constitution and Local Government suite of Legislations-ie. Municipal Systems Act 32 of 2000, Municipal Structures Act, 1 17 of 1998; Political Environment; Anti-Corruption Legislative Framework; Code of Conduct for Councillors as contained in Schedule 7 of the Municipal Structures Act, 1 17 of 1998; Code for Ethical Leadership in Local Government; Remuneration of Public Office Bearers Act, 20 of 1998; Human Resource Management Financial Management. Skills in the following: Computer literacy in MS Office Package (Word, Excel, PowerPoint); Communication skills (written and verbal); Good interpersonal and decision-making skills; Supervising staff; Planning and Organising; Ability to work independently and as part of a team; Willingness to work irregular hours.

Remuneration




All-inclusive salary package of R 896 436 per annum (Salary level 11)



Note on remuneration: to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.

Notes




Shortlisted candidates will be required to submit documentation for verification purposes and criminal record vetting. These candidates will be required to complete a practical assessment and attend interviews and a practical on a date and time determined by the department and may also be required to undergo competency assessments/proficiency tests. The selection process will be guided by the EE targets of the employing department.
