KEY DUTIES AND RESPONSIBILITIES:

Provide senior strategic leadership across the continuum of care:

  • Lead the continuous development and implementation of the companys Out of Facilities Programme Plan in line with the HIV/TB 95-95-95 strategy and the National Strategic Plan for HIV/TB: the organisations strategies, donor requirements, annual programme activities and work plans.
  • Oversee the companys initiatives to promote the systemic application of high-quality HIV/TB programming; lead and/or contribute to the development of strategies and technical guidance for the design, implementation, and evaluation of interventions.
  • Form part of the National and/or Provincial HIV/TB Technical Working Groups and provide technical advice to NDoH and Provincial DOH teams on various aspects of programme implementation, monitoring and review.
  • Identify novel and innovative projects, specifically related to the HIV/TB programmes, aimed at reaching 959595 targets.
  • Active participation in senior management team providing guidance and support across out of facility technical services, community support and special projects.
  • Provide senior-level oversight and management of program delivery and technical specialists.
  • Lead and manager a team of technical specialists to ensure that the program responds to the needs of Men, Adolescents, Pregnant and Breastfeeding women, etc.
  • Manage the necessary systems, structures, policies, and procedures required for the successful implementation, coordinating closely with senior management to appropriately resource the relevant HQ and district-level teams.
  • Manage performance outputs consistent with relevant PEPFAR indicators and the organisations performance management guidance.
  • Anticipate implementation challenges and coordinate with the appropriate Heads of Division/ Leads to develop, resource, and implement corrective measures.
  • Manage and mentor other senior and mid-level personnel who are responsible for the direct management of programme teams and sub-awardees.
  • Establish support to the National DOHs out of facility programmes by leveraging the team to provide the best support to the NDOH.
  • Review all aspects of programme-related internal and external reporting to ensure high quality data and/or service delivery to the Chief of Party.
  • Position the organisation as a leader in public health.
  • Promote the company as a visible leader in the field of public health through networking, strategic engagements, active partnerships, publications, and presentations.
  • Drive innovation to support effective programme implementation.
  • Contribute to proposal development.
ESSENTIAL QUALIFICATIONS AND EXPERIENCE:

A Medical Degree is required.

A Masters degree or equivalent in public health, social work, health or business administration, or a related field is an added advantage.

A minimum of 10 years of progressively responsible experience in HIV/TB/PMTCT programme implementation, previous senior leadership, subgrantee/contract oversight, and five years of supervisory management experience required.

Previous experience working with complex, multi-million-dollar programmes across multiple geographic areas is required.

Previous experience leading and managing a team of diverse technical experts while fostering teamwork and producing high-quality outputs.

Knowledge of latest HIV/TB/PMTCT guidelines Knowledge of 95-95-95 strategy and other health related policies Knowledge of PEPFAR HIV/TB programme performance indicators.

KEY COMPETENCIES:
  • Demonstrated leadership experience in leading, designing and managing HIV out of facility service delivery; with working knowledge of linkages between workforce expansion, CCDMD, ward-based outreach teams, community health workers, etc.
  • Demonstrated ability to liaise with stakeholders at all levels including government officials, dignitaries, executives of NGOs, CBOs and FBOs, business and private practitioners.
  • Demonstrated resourcefulness, responsibility, and capacity for effective coordination Leadership skills and previous work with the DOH/donor-funded environment In-depth understanding of the health systems within South Africa Excellent.
  • Report writing and presentation skills Proficiency in MS Office.
PACKAGE & REMUNERATION:
