Position Overview

The Cost Engineer role has two distinct functions. Firstly, it is a service and support role responsible for establishment, implementation, and maintenance of the Cost Management knowledge area methodology for the East OFS project, and to advise Project Controls Manager regarding the implementation of these methodologies. Secondly, it is a delivery role wherein it provides cost engineering services to the East OFS project including the ongoing monitoring of the status of financial reports to update the project budget, manage changes to the cost baseline and keep costs forecast realistic and recorded.

Primary Responsibilities

OPERATIONAL, FINANCIAL AND TECHNICAL

Develop Baseline Budget (delivery function)
  • Create projects in Cost Management System (CMS) with all required fields for import of estimates.
  • Create Work Breakdown Structure (WBS) in CMS.
  • Compile the Point Estimate including an estimate for contingency where required by evaluating all risks to the project.
  • Load the estimates into the CMS.
  • Time phase the estimates to acquire the cashflow.
  • Estimate escalation based on the monthly cashflow.
  • Review and approve baseline budgets.
Manage Cost (delivery function)
  • Analyze schedule and Procurement Operating Plan (POP) and make recommendations to the Project Manager for approval of the incremental release of the project budget.
  • Release budget in increments. Integrate estimates with project schedules to achieve phased timing of costs and resources.
  • Place Purchase Requisitions when tender enquiries are released to market to reserve budget for upcoming contracts.
  • Update Unifier information based on awarded contracts received from Contract Manager.
  • Document scope of work and final order on SAP (for future payment to be made).
  • Evaluate progress certificates against work completed for progress payments to be made and generate payment certificates for contractors to issue invoices.
  • Control and monitor project expenditure including verifying and checking of invoices and claims from contractors/suppliers to ensure that all project expenditures are captured and properly recorded.
  • Quality assure journal information and process journals for approval by Project Manager.
  • Utilize project management system to monitor status of all purchases, invoicing and delivery up to the closure of the project.
  • Quality assure system data and other uploaded information for approval.
Project change management (delivery function)
  • Process project change requests received by generating change request forms for approval by Project Manager or Contract Manager.
  • Prepare estimates for proposed change orders and update project plans and estimates with new information on change order approval.
  • Implement changes once approved.
Cost forecast updates (delivery function)
  • Interrogate automated cost forecast updates and adjust where necessary.
  • Check and verify forecasts against contractor forecasts, trends and risks to ensure accuracy of forecasts are maintained.
Monitor and control costs (Process month-end) (delivery function)
  • Perform project costing related reporting to the Project Managers and Contract Managers for monthly review to ensure that expenditures are kept within the project budget.
  • Run individual and summative month-end reports (cost, variance, forecast cost, value, earned value etc.) and make recommendations for corrective action to Project Managers and Contract Managers based on the status of project cost.
  • Feed report information into contract dashboards and project dashboards for decision-making by Project Managers and Contract Managers.
  • Perform reconciliations by assessing project costs and identifying and investigating any variance from the cost baseline.
  • Lead and drive month end for the project.
Contract Cost close-outs
  • Perform reconciliations, evaluations and record lessons learnt for contract close-outs.
Project Cost close-outs
  • Perform reconciliations, evaluations and record lessons learnt for project close-outs.
  • Conduct final analysis of project status.
  • Benchmark project cost.
  • Write up final cost close out report.
  • Capture lessons learnt.
MANAGEMENT RESULTS

  • Effectively plan and allocate own time between the service and support and delivery functions of the role.
  • Continuously engage and service all stakeholders.
  • Effectively plan and allocate own time between developing TAP methodologies, specialist and delivery support to projects as well as stakeholder management activities.

  • Advise Project Financial Clerks to ensure adherence to cost management procedures and related TAP methodologies.
  • Motivate and build energy within the project teams for the effective implementation of TAP methodologies/contract management procedures by creating a vision for capital project excellence.
  • Advise, train and mentor Project Financial Clerks to ensure adherence to TAP methodologies/contract management procedures.
  • Work with the Project Team to ensure the initial cost planning information provided is accurate and realistic.
  • Provide guidance on cost matters, practices and procedures to Project Managers, contractors and other project team members.
CUSTOMERS AND RELATIONSHIPS

Stakeholder Relations Management
  • Identify key stakeholders and develop and execute stakeholder relationship management/engagement plans to address expectations and attitudes and monitor the effectiveness of engagement activities.
  • Manage potential conflicts that may arise from resistance within stakeholder environments due to the implementation of new approaches by applying the appropriate change management tools and techniques.
  • Provide guidance on cost matters, practices and procedures to Project Managers, contractors and other project team members.
Qualifications & Experience
  • Commercial/QS Degree or Cost Management related certification e.g. Certified Cost Professional
  • 8 years cost management experience on large or mega construction projects, preferably in mining
  • Strong knowledge of PMBoK
  • Solid experience working with cost management systems
  • 8 years of Industry Experience
  • Proficient in Unifier and SAP, or a related costing software
  • Experience with Ecosys and Power BI, preferable.
  • Fully versed with cost control principals and techniques.
  • Turnaround experience a plus.
  • Excellent analytical, oral and written communication skills.
  • Ability to read and understand manufacturing drawings
  • Working knowledge of a Bill of Material, its development and application.
  • Practical knowledge of VA/VE techniques and strong financial awareness
  • Proficient in Microsoft office.
