Le/ la chargxc3xa9/e d'affaires sera responsable de l'origination de nouvelles transactions et du suivi du portefeuille de projets :

Dxc3xa9velopper le portefeuille dans le secteur financier (prxc3xaats et garanties aux banques publiques) ;
Contribuer au dxc3xa9veloppement de nouveaux produits financiers de l'AFD en Afrique du Sud (produits de financement structurxc3xa9s, produits de garantie non-capitalisxc3xa9es, facilitxc3xa9s en monnaie locale, etc.);
Dxc3xa9velopper le portefeuille dans les secteurs sociaux en Afrique du Sud (enseignement supxc3xa9rieur, logement, social businessxe2x80xa6) au travers de prxc3xaats ou de subventions xc3xa0 diverses entitxc3xa9s (banques, entreprises, ONG et organisations philanthropiques);
Contribuer potentiellement au suivi des opxc3xa9rations de l'AFD dans l'un des 9 autres pays suivis par le bureau rxc3xa9gional de Johannesburg.
Le/ la chargxc3xa9/e d'affaires rendra compte au responsable de pxc3xb4le du secteur financier et secteurs sociaux. Ce poste est un contrat de deux ans basxc3xa9 xc3xa0 Johannesburg (Bryanston), Gauteng. Des voyages rxc3xa9guliers en Afrique du Sud et dans la rxc3xa9gion pourraient xc3xaatre attendus.

1.1 Dxc3xa9veloppement du portefeuille :
Identifier les opportunitxc3xa9s de financement et xc3xa9valuer leur faisabilitxc3xa9 en cohxc3xa9rence avec les objectifs de l'AFD ;
Coordonner les missions d'identification/xc3xa9valuation et les discussions sur les aspects xc3xa9conomiques, financiers, juridiques, sociaux, environnementaux et techniques nxc3xa9cessaires xc3xa0 l'xc3xa9valuation des opxc3xa9rations de financement potentielles ;
Effectuer des analyses du risque de crxc3xa9dit;
Avec l'appui des xc3xa9quipes techniques au sixc3xa8ge, prxc3xa9parer les rapports et la documentation du projet xc3xa0 soumettre aux instances dxc3xa9cisionnelles de l'AFD ;
Avec l'appui des juristes basxc3xa9s au sixc3xa8ge, nxc3xa9gocier la documentation financixc3xa8re (term sheet, contrats de crxc3xa9dit, sxc3xbbretxc3xa9s) ;
Identifier les opportunitxc3xa9s d'assistance technique et de partenariat entre l'AFD, les institutions locales et rxc3xa9gionales (xc3xa0 savoir les banques centrales et autres organismes de rxc3xa9gulation), les institutions franxc3xa7aises et d'autres bailleurs.

1.2 Gestion du portefeuille :
Gxc3xa9rer et assister les clients dans la passation de marchxc3xa9s ;
Traiter les demandes de dxc3xa9caissement;
Suivre les projets en portefeuille (prxc3xaats, assistance technique et programmes de recherche) et participer aux missions de supervision;
Suivre les obligations contractuelles des clients (engagements, rapports, etc.) dans le cadre du suivi des risques.

1.3 Activitxc3xa9s de stratxc3xa9gie et de communication :
Contribuer xc3xa0 la stratxc3xa9gie d'intervention dans le secteur financier dans la rxc3xa9gion, cartographier les principales parties prenantes et identifier les opportunitxc3xa9s commerciales en ligne avec les objectifs stratxc3xa9giques du Groupe ;
Participer xc3xa0 des sxc3xa9minaires/confxc3xa9rences/ateliers et prxc3xa9parer des documents pour des sxc3xa9minaires/confxc3xa9rences/ateliers de l'AFD, y compris des prxc3xa9sentations ;
Contribuer xc3xa0 la communication et xc3xa0 la prxc3xa9sence mxc3xa9diatique de l'AFD (rxc3xa9daction d'articles d'opinion ; prxc3xa9paration des documents de prxc3xa9sentation des projets, organisation d'xc3xa9vxc3xa9nements).



The Investment officer will be responsible for the origination of new business and the monitoring of the project portfolio:
- in the financial sectors (loans and guarantees to public banks);
- to contribute to the development of new AFD financial products in South Africa (structured finance products, unfunded guarantee products, local currency facilities, etc.);
- in the social sectors in South Africa (higher education, housing, social businessxe2x80xa6) through loans or grants to various entities (banks, enterprises, NGO and philanthropic organizations) ; and
- potentially contribute to the monitoring of AFD's operations in one ofthe other 9 countries that the Johannesburg Regional Office is monitoring.

The Investment officer will report to the Head of the Financial and Social Sector Unit. This position is a two-year contract based in
Johannesburg (Bryanston), Gauteng. Regular travels in South Africa and the region could be expected.

Key Responsibilities:

1.1 Portfolio development:

• Establish and maintain a dialogue around key impact objectives identified in AFD's strategy (transition and climate finance, financial inclusion, SME finance, agri-finance, etc.) with Government entities, other Cooperation Partners, research institutions, public and private companies and financial institutions;
• Identify business opportunities and assess their feasibility in line with AFD's objectives;
• Coordinate identification/appraisal missions and discussions on economic, financial, legal, social, environmental and technical aspects necessary to evaluate potential funding operations;

• Conduct in-depth financial credit risk assessments;
• With the support of technical teams in Paris, prepare reports and project documentation to be submitted to AFD's decision-making bodies;
• With the support of the legal counsels based in Paris, negotiate financial documentation (term sheets, credit facility agreements,

securities);

• Identify opportunities for technical advisory and partnership between AFD, local & regional institutions (namely Central Banks and other regulatory bodies), French institutions and other Cooperation Partners.

1.2 Portfolio management:

• Manage and assist clients with procurement processes for intellectual services;
• Process disbursement requests related to approved funding;
• Monitor on-going projects (loans, technical assistance and research programs) and participate in supervision missions and the preparation of mission briefs;
• Monitor compliance with contractual obligations and implementation issues; if necessary, propose timely corrective action (waivers, amendmentsxe2x80xa6);
• Review operational and financial documents (covenants, reports etc) from clients for annual risk review.

1.3 Strategy and communication activities:

• Contribute to the AFD's FI strategy in the region through the mapping of key stakeholders and identify business opportunities in line with the Group's strategic objectives and policies;
• Participate in seminars/conferences/workshops and prepare documents for seminars /conferences/workshops on AFD's activities, including presentations;
• Contribute to AFD's communication and media presence (drafting of opinion pieces; preparation of projects' presentation documents, organisation of events).

La connaissance du franxc3xa7ais serait un plus ;
Expxc3xa9rience de 5 ans dans le domaine bancaire en Afrique du Sud ou en Afrique ;
Une expxc3xa9rience en passation de marchxc3xa9s serait un plus ;
Une expxc3xa9rience internationale prxc3xa9alable serait un plus ;
Un permis de travail valide pour travailler en Afrique du Sud.
