The Contract Manager will be responsible for the overall project, contractual, and commercial management of a major civil engineering project involving the construction of 13.5 km of 200 mm steel rising main pipelines, reservoirs, pump stations, distribution and reticulation systems, and the refurbishment of existing water infrastructure.
This role requires a technically strong and commercially astute individual with solid experience in water supply and civil infrastructure projects, excellent contract administration skills (GCC 2015), and the ability to coordinate multidisciplinary teams to ensure delivery within scope, time, and budget.
Key Responsibilities
1. Project & Contract Management
Oversee the full lifecycle of the project -- from inception to commissioning and handover -- ensuring all contractual, technical, and financial obligations are met.
Interpret, administer, and manage construction contracts in compliance with GCC 2015, or other relevant contract forms.
Review, monitor, and ensure adherence to project scope, specifications, and performance targets.
Lead contract kick-off meetings, progress reviews, and contractual negotiations with the client, consultants, and subcontractors.
Manage all variations, claims, extensions of time, and contractual correspondence.
Maintain detailed contract documentation, ensuring all records are accurate, traceable, and audit-ready.
2. Technical Oversight & Construction Coordination
Supervise the construction of approximately 13.5 km of 200 mm steel rising main, including fittings, valves, anchor blocks, and air valves.
Manage the construction of associated reservoirs and pump stations, ensuring compliance with design, quality standards, and safety requirements.
Oversee the installation of distribution and reticulation pipelines connecting to the existing water network.
Coordinate the refurbishment of existing water supply infrastructure, including inspection findings and remedial works.
Ensure proper execution of temporary works, including equipping of boreholes and installation of temporary storage tanks to maintain interim water supply during construction.
Supervise testing, commissioning, and handover of the completed system to the client, ensuring full compliance with performance and quality standards.
Required Qualifications and Competencies
Academic and Professional Qualifications
Bachelor's Degree (NQF Level 7) in Civil Engineering or Construction Management (essential).
Postgraduate qualification or certification in Contract/Project Management will be an added advantage.
Registration with ECSA (Pr Eng / Pr Tech Eng) or SACPCMP (CM/CPM) is preferred.
Experience
Minimum 8-10 years proven experience in contract and project management of large-scale civil or water infrastructure projects.
Demonstrated experience in pipeline construction (steel, uPVC, HDPE), reservoirs, pump stations, and reticulation networks.
Strong working knowledge of GCC 2015 and public sector procurement procedures.
Proven record of budget management, contract administration, and claims resolution.
Technical Competencies
Proficient in MS Project / Primavera P6 for project scheduling.
Advanced MS Excel and contract documentation management.
Understanding of hydraulic principles, pipe network design, and civil construction methodologies.
Familiar with Quality Management Systems (ISO 9001) and Occupational Health and Safety (ISO 45001) standards.
