2. A completed report on consultation for clarification conducted with the various programme managers.
3. Finalized draft Regional Cooperation Framework document including logic framework for consultation with stakeholders and conducted stakeholder consultations in line with the proposed timeline.
4. Finalized the second Regional Cooperation Framework draft document including logic framework considering comments from stakeholders, submitted for final consultations inline with proposed timeline.
5. Finalized draft Regional Cooperation Framework document including logic framework, taking into account inputs and comments from all relevant stakeholders in line with the proposed time.
6. Finalized the draft implementation report of the current regional programme

Duties and Responsibilities

1. Develop a detailed work plan for the assignment in line with existing time for development of the Regional Cooperation Framework.
2. Review relevant documentation, including
a. The UNODC Strategy (2020-2025)
b. The UNODC Strategic Vision for Africa (2020-2030)
c. The SADC Regional Indicative Strategic Development Plan (2020-2030).
d. The Regional Program for Southern Africa (2013-2023),
e. UNODCS Sub-programme documentation reports, revisions, evaluation reports , and any other relevant UNODC policy and strategy documents
applicable to ROSAF.
3. Review and harmonize brief draft profiles of the SADC member Countries.
4. Consult and obtain clarification from programme managers on the thematic areas to be addressed in the new Regional Cooperation Framework.
5. Develop and draft the new Regional Cooperation Framework, including a logical framework for monitoring and evaluation in line with the existing timelines.
6. Seek comments from relevant partners and integrate them into a final draft Regional Cooperation Framework.
7. Draft implementation report of the current regional programme for the last 10 years

Qualifications/special skills

  • A minimum of 5 years of professional experience in the review and analysis of Country United Nations Sustainable Development Cooperation Frameworks (UNSDCFs) and Common Country Analysis (CCAs) and other relevant in-country documents is required.
  • Knowledge of UNODC investment areas as outlined in the UNODC Strategic Vision for Africa including the drafting of counter terrorism pillar is desirable
  • Knowledge of the SADC regional context, as well as of conflict/post-conflict contexts is required
  • Previous professional working experience in the United Nations or another international organization is desirable
  • Excellent analytical and evaluative skills is desirable
  • Excellent drafting skills in English, communication skills and abilities to clearly convey ideas and concepts is required
Languages
  • English and French are the working languages of the United Nations. For this post, fluency in oral and written English is required. Knowledge of another official United Nations Secretariat language is an advantage
