Job Description

The Western Cape Government is looking to employ a self motivated individual to manage the assets of the Provincial Treasury on behalf of the Western Cape Government.
Minimum Requirements

  • B Degree (NQF 7 as recognized by SAQA) in Economics/ Finance/ Business Administration/ Public Policy/ Legal/Information Technology;
  • 5 years senior management experience; and
  • The successful completion of the Senior Management Pre-entry Programme (see paragraph 4 in notes below).

Key Performance Areas
  • Provide strategic guidance for the implementation, management and oversight of provincially operated financial systems;
  • Provide policy direction and facilitate the management of supply chain and asset management practices within the provincial and municipal sphere;
  • Oversee and manage staff within the Chief Directorate: Asset Management by ensuring the effective implementation of HR policies, workforce planning, performance management, skills development, and employee wellness initiatives to build and maintain a high-performing, accountable, and motivated team; and
  • Oversee and manage the budget and financial resources of the Chief Directorate: Asset Management in compliance with the Public Finance Management Act (PFMA), ensuring sound financial planning, expenditure control, cost-effectiveness, and accurate financial reporting to support the achievement of strategic objectives.

Remuneration
All-inclusive salary package of R 1 436 022.00 per annum (Salary level 14). Please note that the remuneration package consists of a basic salary (70%) and the employer's contribution to the Pension Fund. The remainder of the package may be structured according to your personal needs.
Notes

3) All shortlisted candidates will be subjected to a technical exercise that intends to test relevant technical elements of the job, the logistics of which will be communicated by the Department. Following the interview and technical exercise, the selection panel will recommend candidates to attend a generic managerial competency assessment (in compliance with the DPSA directive on the implementation of competency based assessments). The competency assessment will be testing generic managerial competencies using the mandated DPSA SMS Competency Assessment tools.
4) The nominated candidate will be required to complete the Senior Management Pre-Entry Programme before they may be appointed in to this post. The purpose of the Senior Management Pre-Entry Programme, which is a public service specific training programme applicable to all applicants who aspire to join the SMS, is to ensure that potential SMS members have a background on processes and procedures linked to the SMS.
