Job Description


The Western Cape Government, Department of Agriculture is seeking to employ a Chief Director: Agricultural Education and Training in order to manage the advancement and presentation of formal and non-accredited agricultural education and training, and to manage it in such a way that it relates to the vision and mission of the department.

Minimum Requirements

  • An appropriate post graduate qualification, as recognised by SAQA;
  • 5 years senior management experience;
  • A valid driver's license or alternative means of transport for persons with disabilities;
  • Proficient in two of the official languages of the Western Cape Province; and
  • Successful completion of the Senior Management Pre-entryProgramme for entry into the SMS upon appointment. (Refer to note4 below).
Recommendation
  • Extensive knowledge of Agricultural industry and relevant practices and policies;
  • Knowledge of relevant legislation, frameworks and prescripts regulating the agricultural sector;
  • Knowledge of relevant legislation, frameworks and prescripts regulating training and development, skills development and Learnerships;
  • Extensive knowledge of the needs and factors impacting Agricultural Training Institutes;
  • Broad knowledge of how government department function and how the different spheres of government operates;
  • Knowledge of regulatory frameworks in relation to norms and quality standards for outcomes based training programmes;
  • experience of functioning in an academic institution; and
  • 6 - 10 years senior management expeirence

  • Create opportunities for qualified students to obtain practical exposure through agricultural practices;

  • Implement the college transformation plan; and
  • Promote integrated governance and strengthening of strategic partnership and industry initiatives (local, national, and international).

Remuneration

Allxe2x80x93inclusive salary package of R 1,371 558. 00 per annum (salary level 14). Note: The remuneration package consists of a basic salary (70%) and the employerxe2x80x99s contribution to the Pension Fund. The remainder of the package may be structured according to your personal needs.

3) All shortlisted candidates will be subjected to a technical exercise that intends to test relevant technical elements of the job, the logistics of which will be communicated by the Department. Following the interview and technical exercise, the selection panel will recommend candidates to attend a generic managerial competency assessment (compliance with the DPSA directive on the implementation of competency based assessments). The competency assessment will be testing generic managerial competencies using the mandated DPSA SMS Competency Assessment tools.

4) The nominated candidate will be required to complete the Senior Management Pre-Entry Programme before they may be appointed into this post. The purpose of the Senior Management Pre-Entry Programme, which is a public service specific training programme applicable to all applicants who aspire to join the SMS, is to ensure that potential SMS members have a background on processes and procedures linked to the SMS.
