Job Description

The Western Cape Gambling and Racing Board- an Equal Opportunity Employer - is a statutory body established with its main purpose the regulating and monitoring of the gambling and horse racing industry in the Western Cape. The Board invites applications for the following position:
CHIEF AUDITOR: GAMBLING TECHNOLOGY AND STANDARDS
The purpose of this position is to oversee the division responsible for the review, approval, and audit of all gambling-related technology, systems, and associated software, including system-related data feeds provided to license holders.
The minimum requirements are:

  • A National Diploma (NQF 6) or a Bachelor's Degree in Information Systems or a related field.
  • Five (5) years or more post-qualifying experience in IT systems auditing or regulatory technology review, Gambling system audits, System control assurance or compliance monitoring.
  • At least five (5) years' experience in a management or supervisory position.
  • Sound knowledge of gambling and wagering systems, IT governance frameworks, systems integrity, and risk management principles.
  • Experience in working with or regulating licence holders, suppliers, or technology providers in the gambling industry would be an advantage.
  • Proven experience in conducting complex audits and technical evaluations within a regulated environment.
  • Strong understanding of gambling system standards, control requirements, and applicable regulatory frameworks.
  • In-depth knowledge of IT governance and assurance frameworks
  • Demonstrated experience in writing clear, accurate and comprehensive technical reports
  • A valid Code B driver's licence.
Additionally, the role requires an individual with strong analytical and critical thinking skills, advanced computer literacy, excellent administrative skills, and the ability to pay close attention to detail. Good interpersonal and communication skills are essential. Candidates must also possess excellent report-writing abilities, conflict resolution skills, demonstrate resilience under pressure, be adaptable to engage effectively with diverse individuals at various levels, and have the ability to work independently and exercise sound judgement. The highest standards of ethical behaviour, integrity, and professionalism are also essential for this position.
The key performance areas of this position will include, inter alia
  • Oversee and execute compliance functions including audits, reviews, reports, and official communications in accordance with the Western Cape Gambling and Racing Act and related policies.
  • Ensure that all license holders comply with statutory obligations, licensing conditions, and operational standards.
  • Evaluate and approve gambling-related systems and equipment (hardware and software) to ensure compliance with prescribed technical and regulatory standards.
  • Continuously monitor system functionality and integrity to safeguard the fairness and security of gambling activities.
  • Supervise audits and reviews of operational systems used by license holders, ensuring alignment with licensing and regulatory requirements.
  • Conduct comprehensive audits of gambling operations, systems, and financial records to assess risk exposure, control effectiveness, and regulatory compliance.
  • Develop and implement a risk-based audit plan, aligned with regulatory priorities and emerging risks in gambling technology.
  • Develop and implement internal policies, audit standards, and regulatory guidelines to ensure effective oversight of gambling operations and technologies.
  • Provide strategic input into the development of a comprehensive gambling control framework under the jurisdiction of the WCGRB and in accordance with national legislation.
  • Oversee the execution of compliance inspections, including pre-opening inspections of licensed websites and premises, scheduled and ad hoc audits of gambling activities, offerings, and systems.
  • Ensure that licensees' full range of products and operational systems are regularly evaluated for compliance.
  • Lead a team responsible for conducting audits and inspections, providing guidance, training, and oversight.
  • Engage with stakeholders, including regulatory bodies and license holders, to support compliance awareness, information exchange, and cooperative enforcement.
The Board offers an all-inclusive salary package (including a 13th cheque) of R 896 436.00 per annum (Salary Level 11).
