Job Description


The Category Manager is responsible for the strategic management of assigned procurement categories within the Central Finance - Procurement Department. The role focuses on end-to-end tender management, strategic sourcing, supplier relationship management, and ensuring compliance with all relevant procurement legislation, policies, and procedures while delivering value for money and service excellence.

Product / Team Context
The role operates within the Central Finance - Procurement function and supports institutional objectives by delivering compliant, efficient, and strategic procurement solutions. The Category Manager works closely with internal stakeholders, suppliers, and cross-functional teams to support operational and strategic procurement needs in a regulated environment.
Qualifications & Experience
  • Proven experience in procurement, strategic sourcing, and supplier management
  • Demonstrated experience managing tender processes from end to end
  • Experience working with procure-to-pay processes
  • Exposure to ERP procure-to-pay modules
  • Experience within a public sector or higher education environment will be advantageous
Essential Skills & Technologies
  • Strong understanding of procurement and tender processes
  • Excellent verbal and written communication skills
  • Strong negotiation and stakeholder management skills
  • Solid understanding of procure-to-pay processes
  • Experience using ERP procure-to-pay systems
  • Strong Microsoft Word and Excel skills
  • Excellent attention to detail and administrative accuracy
  • Strong organisational, process, and project management skills
  • Ability to work independently with minimal supervision and collaboratively within a team
Advantageous Skills
  • Knowledge of the higher education environment
  • Understanding of procurement-related legislation, including PPPFA, PFMA, BBBEE, Competition Act, and CIDB Act
  • Exposure or experience in ICT and/or Facilities Management strategic sourcing or commodity management
Key Responsibilities
  • Develop and implement category management and sourcing strategies
  • Manage end-to-end tender processes in line with policies and legislation
  • Ensure compliance with procurement policies, procedures, and regulatory requirements
  • Manage supplier relationships and monitor supplier performance
  • Support and improve procure-to-pay processes and systems
  • Engage with internal stakeholders to understand requirements and deliver customer-focused solutions
  • Maintain accurate, complete, and auditable procurement records
  • Conduct negotiations to achieve value for money while maintaining ethical standards
  • Contribute to continuous improvement initiatives within the procurement function
