Responsibilities or accountabilities: Tender opportunity search & identification:
Proactively search South Africa's public-sector tender portals (especially the National Treasury eTender site) to identify relevant RFPs and tenders for traffic enforcement services.
Tender Compilation and Proposal Development:
Lead the end-to-end tender writing, compilation, and submission process.
Craft comprehensive proposals that respond directly to clients' requirements, including pricing, technical approach, and service deliverables.
Coordinate input from legal, technical and finance teams to ensure compliant, compelling bids.
Ensure all bid activities comply with South African public procurement regulations.
Understand and apply principles from the PFMA/PPPFA
In time also take over technical compilation of the response
Client Engagement:
Work closely with the Business Development Director to engage with prospective client
Travel regionally to meet with clients, attend industry events, and network with procurement officials and key decision-makers.
Effectively communicate teh companies turnkey traffic fine management solutions and competitive advantages.
Follow up on leads.
Arrange and conduct presentations, demonstrations and negotiations with prospective clients (e.g. municipal traffic departments, parastatals).
Market and industry analysis:
Research market trends, policy changes and customer requirements in the traffic enforcement and road safety sector.
Identify new service opportunities and tailor offerings to meet the evolving needs of government clients.
Customer Satisfaction:
Implement and manage annual satisfaction surveys and feedback mechanisms for existing customers.
Analyze survey data to improve service delivery, maintain strong client relationships, and identify upsell or renewal opportunities.
Reporting:
Prepare and present regular reports on business development activities, tender statuses and sales forecasts for the BD Director.
Maintain a CRM or tracking system for all pipeline and proposal data.
Requirements:
3-5 years of experience in sales or business development, preferably with exposure to the public sector or municipal contracts.
Valid driver's license and willingness to travel locally.
Experience in the road safety, law enforcement or traffic technology industry is advantageous
Tendering experience:
Demonstrated track record of finding and winning government contracts.
Proven ability to write and assemble high-quality bid proposals. Prior exposure to contract drafting and bid evaluation criteria is beneficial.
Procurement knowledge:
Solid understanding of South African government procurement processes and policies.
Familiarity with the Constitution's supply-chain requirements and key legislation (PFMA, PPPFA)[4] is required. You should know how preferences, B-BBEE and compliance factors impact tender success.
Excellent written and verbal communication skills; strong presentation and negotiation abilities.
Highly organized, detail-oriented, and able to manage multiple bids on tight deadlines.
Proficiency in Microsoft Office (especially Word).
Self-motivated with a proactive attitude - able to work independently since the BD Director splits time between companies.
Strong interpersonal skills and the ability to influence senior government officials.
