PRACTICE AREA DESCRIPTION
Human Development
We strengthen public finance management systems by carrying out assessments of PFM processes, building robust and crisis-responsive systems for improved spending decisions. Our work aims to:
? Track and strengthen the channels through which funds are channeled.
? Optimize and ensure the control systems, regulations and policies are conducive to efficient allocation of public expenditures.
? Conduct budget tagging of cross-sectoral spending (climate, disaster risk reduction, gender, children, Sustainable Development Goals).
? Enhance domestic revenue mobilization We will assist governments in strengthening the planning- programming-budgeting system in order to facilitate the design of systems reforms throughout the expenditure chain, in order to strengthen the link between planning and budgeting, on the one hand, and to attain development goals, on the other hand. We further assist governments in enhancing domestic revenue mobilization to supplement depleted aid funds.
ROLE Description
BILINGUAL PFM CONSULTANT
We are seeking a highly experienced and motivated Bilingual PFM Consultants to join our dynamic team. The ideal candidate will possess a deep understanding of development economics and public finance management (PFM), coupled with proven experience working with African governments or major donor organizations. This role requires fluency in both French and English and a minimum of five years of relevant professional experience.
KEY RESPONSIBILITIES:

  • Economic Analysis and Reporting: Conduct rigorous economic research and quantitative analysis on macro-economic trends, public finance issues, and development challenges, particularly within African contexts. Prepare high-quality, policy-relevant reports, briefs, and presentations in both French and English.
  • Public Finance Management (PFM): Provide expert technical assistance and advice to African government counterparts or donor partners on PFM reforms, including budgeting, expenditure management, revenue generation, fiscal decentralization and innovative financing.
  • Stakeholder Engagement: Collaborate effectively with senior government officials, donor representatives (e.g., World Bank, African Development Bank, EU), civil society organizations, and other stakeholders. Represent the organization in high-level meetings and technical working groups.
  • Program Development and Evaluation: Contribute to the design, implementation, and evaluation of development projects and technical assistance programs focused on economic governance and sustainable development.
  • Capacity Building: Design and facilitate training packages of government and donor staff in budgeting and related matters
  • Bidding Capacities: Prepare excellent and competitive technical and financial proposals for opportunities in relevant areas of interventions as well as proactively contact organizations to co-design technical assistance
  • Service Line development: Co-develop the structure, team and project pipeline of the service line

You are likely to have:
  • A Master's degree (or higher) in Economics, Development Economics, Public Finance, or a closely related field.
  • A minimum of five (5) years of progressively responsible professional experience in applied economics, public finance, development work, or a related area. This must include.
  • Proven professional experience working directly with or advising African governments (at the national or sub- national level) or working for major international development/donor organizations with a focus on Africa.
  • Demonstrated understanding of at least one Human Development sector (e.g., health, education, social protection) and the associated economic/fiscal challenges.
  • Professional working fluency (written and spoken) in both French and English is mandatory.
  • Strong analytical writing skills with the ability to produce high-quality, clear, and impactful documents in both languages. Excellent communication, negotiation, and presentation skills.
  • Demonstrated ability and experience in designing and delivering training/mentoring for government officials or technical staff.
  • Advanced quantitative and qualitative research skills. Proficiency in statistical and econometric software (e.g., Stata, EViews, R) and experience in developing and applying economic models.
  • Strong knowledge of PFM systems, frameworks, and reform processes.
DESIRED ATTRIBUTES:
  • African Residency: Currently residing in Africa is highly preferred.
  • Program Experience: Prior experience in prestigious international development programs such as the Overseas Development Institute (ODI) Fellowship, the World Bank (WB) Young Professionals Program, the African Development Bank (AfDB) Young Professionals Program, or similar highly selective programs.
  • Experience in Fragile and Conflict-Affected States (FCAS).
