Job Description


Purpose :

The Financial Manager - Construction is responsible for the smooth function of the Finance and Administration of the Companies as assigned.

3. KEY RESPONSIBILITIES

PURPOSE: The Financial Manager - Construction is responsible for the smooth function of the Finance and Administration of the Companies as assigned.

Financial management

  • Supervising all financial accounting activities (bookkeeping, month end close, journal and reconciliation review, periodic disbursements etc.);
  • Arranging loan draw downs on the project finance debt;
  • Ensure all payments to the GCO Contractor, Grid Contractor, Owners Engineer, Lender Technical Advisor, and other service providers and/or suppliers are made timeously and in line with the payments schedules of each relevant agreement associated to the Projects.
  • Ensure adequate hedging of all risk exposure of the project companies under the supervision of the CFO -Operations and Construction
  • Assist CFO - Operations and Construction in ensuring all obligations under the Financing Agreements and all other financing documents are identified and extinguished.
  • Monitor debt covenants and ensure adequate reporting to lenders.
  • Eskom invoicing and payment of all creditors;
  • Monitor Construction Budget and payment of EPC and other service providers and/or suppliers
  • Monitor cash flow and milestone payments.;
  • Ensure all devex costs and success fees are charged by the developer to the Project Company.
  • Implement recommendations made by the Company's auditors;
  • Ensuring that all accounting and other related administrative records of the Company are maintained properly;
  • Monthly trial balance review, identification of any anomalies or possible problems, investigation and resolving of issues;
  • Review and sign off monthly balance;
  • Management accounts movement reviews and analysis on specific accounts as required;
  • Monthly Budget review and reconciliations demonstrating actual expenditure vs forecasted expenditure with recommendations on cost savings.
  • Creation of a Baseline Budget per project before Construction commences and collaborating with the Project CEO and CFO to ensure potential cost overruns are recorded.
Shareholder Obligations
  • Ensure SMART reporting completed by Working Day 3 (WD3).
  • Ensure all deliverables on MDT are provided to AMEA hub within the timelines specified.
  • Work with the FP&A team to explain variances in financial results and financial position to Budget, PY, etc.
  • Assist in preparation of Board and committee reports for shareholders.
Lenders' Obligations
  • Manage the performance of the obligations of the Company under the Financing Agreements
  • Prepare documents and reports to lenders
  • Plan, execute and monitor debt service
  • Manage compliance with financial covenants and hedging strategy
  • Respond to all queries and requests for information from lenders
Project Document Obligations
  • Control and verify the calculation of any bonuses or liquidated damages to be paid to the relevant Contractors and Service Providers.
  • Working closely with the Economic development team to update the budget and forecast potential penalties in terms of the Implementation Agreement Economic Development obligations.
  • Monitor and liaise with the E relevant Contractors and Service Providers. and verify key project milestones
  • Respond to queries and requests for information from the DoE and Eskom
  • Maintain accurate and timely records on the project databases which are used for supporting drawdown requests to the lenders and the LTA.
Treasury & cash management
  • Treasury & cash management including management of all debt facilities and related agreements;
  • Monitor the implementation of the hedging strategy;
  • Periodic update to the financial model / business case including relevant analysis;
  • Maximize the return of available cash while minimizing the volatility.
Taxation compliance
  • Preparation and filing of tax returns (Income Tax, VAT etc.);
Reporting & analysis
  • Interact with ENGIE Finance Team with a special focus on ENGIE SMART reporting ensuring timely and accurate response to queries;
  • Monitoring of Company actual performance against targets;
  • Ensure timely and accurate statutory reporting and reporting to stakeholders;
  • Preparation and presentation of annual budgets and periodic forecasts;
  • Management of the annual audit process including, appointment and management of auditors and preparation of the annual financial statements under IFRS;
  • Preparation of the Audit Committee pack and presentation to the Audit Committee;
  • Assisting in the preparation of Board pack and participation in the Board meetings.
Governance & internal controls
  • Continuous improvement of existing processes, procedures and systems where opportunities exist;
  • Identification and management of key financial risks;
  • Ensuring compliance with Company's internal policies, processes and guidelines and guidelines.
Other
  • Assist in the management of insurance programmes
  • Manage and oversee IT services with external service providers

5. QUALIFICATIONS, EXPERIENCE AND SKILLS

Education
  • Qualified Chartered Accountant with minimum 5-10 years post articles experience
  • MBA and/or CPA/Qualified Chartered Accountant
Language
  • Excellent English communication skills (verbal and written)
Experience
  • Minimum 5-10 years' experience in infrastructure asset management environment
  • Experience working within or with Independent Power Producers is preferable
  • Understanding in project finance, accountancy and consolidation and good notions of company and tax laws is a plus.
  • A relevant HSE qualification (NEBOSH General Certificate in Construction Health & Safety or similar) to enable the delivery of the requirements detailed is a plus.
  • With a minimum of 5-10 years in a senior position within the power/energy sector.
  • Experience of power generation technologies and preferably Solar PV is a plus
  • 3rd party's relationship / contractual management/ finance management
Specific Knowledge / skills
  • knowledge of and ability to interpret and update financial models (critical skill)
  • Understanding of the South African renewable energy market is a plus
  • Knowledge of Project Finance is an advantage
  • Knowledge and application of relevant compliance requirements with complex contractual entities
  • Knowledge of legislative and regulatory changes that might have a financial impact on the Asset Owner
  • Excellent knowledge of finance, accounting (IFRS), tax, and the applicable functions and disciplines
  • Strong knowledge of financial controls
  • Excellent MS office computer skills
  • Excellent communication skills
  • Proactive thinker and team player
